Job Summary

We are seeking a highly skilled Technical Lead to join our team at the Naval Facilities Engineering and Expeditionary Warfare Center. As a Technical Lead, you will be responsible for leading the development and deployment of the Facility Condition Assessment program. You will manage infrastructure assessments, proper assessment methodology, and data integrity. You will also manage a wide range of issues, problems, and tasks related to the POL Infrastructure Condition Assessment Program (POL ICAP) and Specialized Infrastructure Inspection Program (SIIP).

Key Responsibilities
  • Lead the development and deployment of the Facility Condition Assessment program.
  • Manage infrastructure assessments, proper assessment methodology, and data integrity.
  • Manage a wide range of issues, problems, and tasks related to the POL Infrastructure Condition Assessment Program (POL ICAP) and Specialized Infrastructure Inspection Program (SIIP).
  • Support the deployment of the Navy's application of the Sustainment Management System (SMS).
  • Prepare business briefings for presentation to executive leadership and others as needed.
  • Be the Lead Engineer for a small group of professionals/engineers to provide recommendations to the Branch Head and the Division Director related to requirements, issues, and problems.
  • Estimate resources, personnel staffing requirements, training requirements, and schedules required to complete projects and programs and develop project and program budget requirements.
  • Assess overall execution progress over the entire program to include data quality and currency/recency for all types of facilities and reports status and resolves all issues.

Requirements
  • At least one year of specialized experience at or equivalent to the GS-05 to GS-11 or ND-2 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
  • Providing Program and Project Management knowledge in regard to facilities management, engineering, operations, technologies, and maintenance.
  • Understanding use and business process interfaces of Database Management systems that may include: FUELER, BUILDER, iNFADS, ieFACMAN, Maximo, other SMS systems.
  • Implementing Facilities Condition Indexes.
  • Using American Petroleum Institute based inspection methodologies.
  • Communicating effectively with an executive level audience by presenting coherent and persuasive recommendations based on sound, defensible rationale.

Qualifications
  • Bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET).
  • Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
  • Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

Additional Information
  • This position is covered by the Department of Defense Priority Placement Program.
  • The ND-03 pay band encompasses positions equivalent to GS-12 through GS-14 but pay cannot set over GS-13 Step 10 if the selectee does not possess a Professional Engineering (PE) license.
