Job Summary

This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

Job Responsibilities
  • Provide leadership for the development and manufacture of energetic materials and related technologies.
  • Serve as the primary technical lead on high visibility and critical technical projects.
  • Serve as the process owner of several Department engineering processes.
  • Be the primary advocate for and proponent of technical and engineering excellence via standard technical disciplines.
  • Serve as the Department's representative on engineering issues and conduct independent technical reviews and failure investigations.
  • Oversee the execution of the systems engineering policy, governance, training, and support.
  • Be responsible for the engineering discipline and standardization of systems engineering processes and technical management processes within the Department to create technically acceptable designs, products, services, and solutions.
  • Develop, promulgate, and maintain the systems engineering policy and guidance within the Department.
  • Develop and track systems engineering metrics for all Department technical projects.
  • Chair technical reviews designated at the Department level of review and may be designated the Department's engineering representative on projects reviewed at the Command level.
  • Work with the Chief Engineers from other technical departments in support of cross-departmental solutions to complex technical and programmatic issues.
  • Interface with project managers, program managers, and program offices, technical warrant holders, engineering agents, and other field activities regarding systems engineering issues.
Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final Top Secret/SCI security clearance prior to entrance on duty.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA).
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
Qualifications

This is an interdisciplinary position and may be filled by a General Engineer (0801-series), a Mechanical Engineer (0830-series), an Electrical Engineer (0850-series), an Aerospace Engineer (0861-series), or a Chemical Engineer (0893-series) depending upon the qualifications of the candidate.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-4 pay band (GS-12 and GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: As a professional engineer applying a wide range of systems engineering principles for the development or manufacture of energetic materials.

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above).

The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance.

Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
