As a Financial Management Analyst, you will:
- Deliver in-depth financial management, accounting, and auditing guidance to resource managers and accountants across the HQ USCENTCOM network, addressing current challenges and enhancing operational efficiency.
- Collaborate with the USCENTCOM staff accountant to establish and disseminate financial and accounting policies, procedures, and system requirements for the Offices of Military Cooperation (OMCs) and Security Assistance funding.
- Conduct site visits to OMCs to assess operational challenges and provide technical support for financial statement audits.
- Offer expert interpretation of DoD and Air Force regulations and guidelines in line with generally accepted accounting principles (GAAP) for a wide range of business operations.
- Analyze and develop accounting and financial management policies, standards, and procedures that comply with requirements set forth by DSCA, OMB, GAO, Treasury, and Congress.
- Provide professional managerial accounting support to HQ USCENTCOM Staff, program managers, and OMCs within the USCENTCOM Area of Responsibility (AOR).
- Serve as a liaison with the Joint Staff, Air Force, DFAS, and DSCA to address accounting issues and rectify discrepancies in recorded data.
- Review unliquidated obligations, contracts, and reimbursable orders, while analyzing reports and reconciling subsidiary ledgers.
- Educate non-financial personnel on financial responsibilities and assist fund managers in the effective utilization of funding.
- Develop corrective action plans for internal control issues.
- Minimum of 10 years of experience in defense financial management and accounting.
- Master's Degree in finance, accounting, or a related business field.
- Willingness to undertake short-duration overseas travel.
- Strong oral and written communication skills suitable for interaction at the 4-Star Combatant Command level.
- Expertise in CFO, OMB, Treasury, DFAS, Air Force, DSCA, and other regulatory accounting and audit guidelines.
- Comprehensive understanding of laws, regulations, policies, and procedures relevant to DSCA's Defense Agencies Initiative (DAI) and the Air Force's Defense Enterprise Accounting and Management System (DEAMS).
- Proficiency in Microsoft Office Suite, particularly Excel.
- Familiarity with internal control programs and their requirements for Air Force Audit Readiness.
- Demonstrated knowledge of generally accepted accounting principles (GAAP) and managerial accounting standards.
- Ability to prepare, monitor, analyze, and reconcile various DAI and DEAMS trial balances and general ledger reports.
- Security clearance requirements are applicable to this position.
- Certification as a Certified Defense Financial Manager.
- Experience in Financial Management within a Combatant Command HQ.
- Understanding of Joint Planning processes.
- Experience with automated accounting and financial systems, as well as analytical tools to support decision-making.
