Job Summary:

The Utility Engineer - Project Manager is tasked with overseeing the planning, execution, and management of the Utility Department's Capital Improvement Projects (CIP). This role ensures that the city's utility systems, including sanitary sewer and water infrastructure, are designed and constructed for optimal safety and efficiency.

Key Responsibilities:
  • Manage and evaluate the design of Utility's Capital Improvement Projects to ensure adherence to local regulations and engineering standards.
  • Review construction documents and cost estimates for various water and sewer infrastructure projects.
  • Monitor project progress at all stages, recommending adjustments to ensure timely and cost-effective completion.
  • Utilize project management software to track project scopes, budgets, and timelines.
  • Coordinate with design engineers and contractors to align project objectives and milestones.
  • Serve as the primary contact for proposals and recommendations related to utility infrastructure projects.
  • Maintain records of project funding sources and manage budget allocations.
  • Conduct hydraulic analyses for water and wastewater systems as needed.
  • Review engineering studies for compliance with city standards.
  • Assist in the selection and management of consultants for engineering services.
  • Collaborate with various departments to draft contracts and manage procurement processes.
  • Prepare reports and documentation for Utility Department meetings and city council presentations.
  • Stay updated on best practices in engineering and utility management.

Qualifications:
  • Bachelor's degree in Civil Engineering or a related field from an accredited institution.
  • Minimum of five years of progressive engineering experience, including two years in project management.
  • Valid state driver's license and Professional Engineer (PE) license in Texas.

Work Environment:
Work primarily occurs in an office setting, with potential exposure to construction sites and field operations. Flexibility in work hours may be required.
