TheMechanical Engineering Technician plays a vital role in assisting NAVFAC field offices with the creation of mechanical engineering statements for work development.
Key Responsibilities
- Develop mechanical engineering statements of work.
- Execute projects utilizing both Design-Bid-Build and Design-Build methods.
- Estimate scopes of work for design and construction efforts.
- Address contractor submissions and requests for information (RFIs).
- Ensure technical accuracy and quality in the development of comprehensive statements of work, including drawings and specifications for new and renovation projects.
- Oversee the professional quality and coordination of all designs, drawings, specifications, and services provided by the contractor.
- Collaborate as a team member on assigned construction projects.
- Represent the FEAD/ROICC at construction sites and monitor contractor quality control to ensure high-quality work.
- Assist Construction Managers in project coordination and execution.
- Participate in all construction and quality control meetings.
- Monitor and report safety violations to the Project Superintendent or QC Manager and Government Staff immediately.
- Notify the Government Construction Manager and FEAD/ROICC of unresolved hazardous working conditions.
- Report all incidents to the Construction Manager, FEAD/ROICC office, and Contracting Officers without delay.
- Review construction plans and specifications thoroughly.
- Possess a comprehensive understanding of construction contract requirements and recommend necessary changes or corrective actions.
- Inform CM and KO of any situations that may lead to construction contract disputes or modifications.
- Conduct inspections and quality assurance of the construction contract and coordinate solutions to technical issues.
- Prepare daily inspection reports during site visits and QA activities.
- Provide feedback to the CM regarding contractor performance at the project's conclusion in a written report.
- Perform other duties as assigned.
- High school diploma or GED is required.
- 5+ years of specialized experience in mechanical and plumbing schematic design and development, as well as evaluation of commercial, industrial, and healthcare facilities.
- Secret clearance is required.
- Competence in developing and producing complete statements of work, including drawings and specifications for new and renovation projects.
- Extensive technical knowledge and experience as a Mechanical Engineering Technician.
- Intermediate proficiency in office automation software, such as MS Office 2007 or higher.
- Thorough understanding of construction practices and management.
- Ability to review complex engineering specifications and statements of work.
- Familiarity with quality control inspection tools and methodologies.
- Knowledge of construction technology principles and industry practices.
- Familiarity with EM, US Army Corps of Engineers (USACE), and Safety and Health Requirements Manual.
- Proficient in AUTOCAD.
- Ability to design DDC control systems, including operation sequences, point lists, and control diagrams.
- Experience with SpecIntact and capability to produce and edit specifications for design projects.
- Knowledge of current UFCs, UFGS, NFPA, and International Mechanical and Plumbing Codes.
- Practical experience with construction site visits and ability to generate field progress reports.
- Capability to provide engineering solutions when requested by the Government.
- Effective communication skills, both oral and written.
