POSITION SUMMARY

Under the guidance of the Street Superintendent, this role involves overseeing a range of supervisory functions within a departmental sub-unit, which may encompass various activities related to construction, maintenance, drainage, cleaning, and upkeep of City streets, alleys, and associated facilities. This position may also include supervising security operations at the City Service Center. The individual will provide general oversight to forepersons, skilled and semi-skilled operators, drivers, security personnel, and unskilled workers.

KEY RESPONSIBILITIES
  • Oversee daily operations and personnel within the departmental subunit, ensuring effective execution of tasks.
  • Organize and prioritize work assignments efficiently.
  • Schedule, delegate, and monitor staff engaged in maintenance, repair, and construction activities on streets and alleys.
  • Conduct grade assessments and calculations.
  • Inspect machinery and equipment, ensuring proper maintenance and cleanliness.
  • Procure necessary supplies, parts, and materials.
  • Assist in the preparation of various reports and schedules relevant to the area of responsibility.
  • Engage with citizens to address complaints professionally and courteously.
  • Investigate and resolve incidents involving employee injuries or accidents.
  • Coordinate activities with other departments or agencies as needed.
  • Inspect streets, alleys, and facilities to identify maintenance or repair needs.
  • Review employee daily reports for accuracy and maintain records of employee performance.
  • Provide feedback to department leadership regarding operations.
  • Participate in the recruitment process, including interviewing candidates and making recommendations.
  • Assist in training new employees and conducting safety meetings.
  • May contribute to the development of specifications for materials and equipment.
  • Responsible for emergency response operations, including snow and ice removal.
  • May assist in preparing the annual departmental budget.
  • Perform other supervisory duties as assigned.
MINIMUM QUALIFICATIONS

High School Diploma or equivalent (GED) is required, along with a minimum of ten (10) years of experience in street maintenance, construction, or drainage, including three years in a supervisory capacity. Two years of college education may substitute for four years of related experience. Completion of 16 hours of traffic and barricading training is required within the probationary period. A valid Texas Driver's License is mandatory. Preferred certifications include: Herbicide Applicator License, Forklift Certification, and various supervisory or management training certifications.

SKILLS AND ABILITIES
  • Proficient in report writing and effective communication.
  • Knowledgeable in elevation grades, construction materials, and methods.
  • Ability to perform mathematical calculations and maintain accurate work records.
  • Strong interpersonal skills to collaborate with various management levels.
  • Excellent organizational abilities.
  • Competent in using computers for data entry and document preparation.
  • Able to operate office equipment, including copiers and multi-line phone systems.
WORK ENVIRONMENT

This position requires working in various weather conditions, with frequent exposure to traffic hazards and heavy machinery. The employee will need to drive extensively in City traffic and may be subject to 24-hour emergency call-out.
