Job Overview

The Commonwealth of Massachusetts is seeking a highly skilled Cash Flow and Payment Financial Manager to join our team. This role is responsible for managing cash flow and payments across MassHealth budgetary appropriations and trust funds totaling more than $22 billion.

In this critical position, you will be responsible for ensuring timely and accurate administrative and supplemental payments to vendors and providers. You will also work closely with various units to resolve payment and federal claiming issues and ensure compliance with state and federal laws and regulations.

Key Responsibilities:

  • Cash Flow Tracking and Analysis: Develop annual cash flow projections and ensure alignment with budget forecasts.
  • Fiscal Management: Ensure sufficient funding is available in accounts and object classes at all times, identify and process allotment and object class transfer requests as needed.
  • Reporting and Compliance: Provide regular reporting to ANF & Comptroller's Office and ensure compliance with state and federal laws and regulations.
  • Trust Fund Management: Manage and oversee cash flow tracking functions for Trust Funds managed by the MassHealth Budget team.
  • Vendor Contract Management: Ensure all contracts are encumbered accurately for expenditure and revenue tracking, track invoice submissions, and update Contract Tracker on a monthly basis.
  • Managed Care Payments: Oversee capitation payments to Managed Care Organizations (MCOs), Accountable Care Organizations (ACOs), and other healthcare providers.

Requirements:

  • Bachelor's degree in Finance, Accounting, or related field.
  • Minimum 3 years of experience in financial management, preferably in a government setting.
  • Strong analytical and problem-solving skills.
  • Ability to work cooperatively with others and manage multiple priorities.

Salary: $85,000 - $110,000 per year, depending on experience.
