GENERAL DESCRIPTION:

The International Trade Specialist plays a pivotal role in overseeing export/import compliance initiatives and effectively executing policies and procedures for trade adherence. This position is essential in ensuring that all necessary filings, documentation, and regulatory reports are completed with precision and in accordance with trade legislation. The specialist will also provide guidance on tariffs, market conditions, and both federal and international regulations.


ESSENTIAL JOB FUNCTIONS:
  • Conduct Harmonized Tariff Schedule (HTS) and Export Classification assessments under U.S. and international regulations.
  • Review and validate current HTS classifications while managing HTS master data within the ERP system.
  • Lead the Supplier Solicitation program for Free Trade Agreement (FTA) participation and prepare relevant Certificate of Origin documentation.
  • Facilitate border crossing transactions for equipment between the U.S., Canada, and Mexico.
  • Prepare and authenticate trade documentation necessary for import/export clearance.
  • Act as the primary liaison for import/export activities in collaboration with customs brokers.
  • Exercise independent authority to investigate any aspect of proposed export or import transactions, ensuring legality and accuracy of submitted information, and halt transactions when required.
  • Support special projects related to international trade compliance.
  • Perform transaction analyses to identify areas of risk for trade compliance.
  • Conduct audits to evaluate export/import compliance and assist in implementing corrective measures as needed.
  • Establish and maintain training and audit programs to ensure the effectiveness of internal controls.
  • Collaborate with various departments to integrate effective compliance controls into their procedures and provide trade compliance training.
  • Continuously analyze and interpret export and import regulations, staying updated on any changes.

REQUIRED QUALIFICATIONS:
Education:

Bachelor's degree in business, supply chain, finance, or a related field.

Experience: Minimum of 4 years in International Logistics and Distribution, specifically with customs, freight forwarders, and import/export transactions. At least 2 years of experience in export and/or import regulatory compliance.

Experience in accurate Tariff Classification is essential. Completion or progress towards a Customs Brokerage License is preferred, or a combination of 8+ years of education and experience in logistics, distribution, and trade compliance.


Knowledge, Skills, and Abilities:

Comprehensive understanding of international shipping documents, including commercial invoices, packing lists, air waybills, and export licenses, along with knowledge of consignee information, INCOTERMS, harmonized tariff codes, country of origin, customs value, export classification, and licensing data.

Familiarity with regulations such as the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and Customs Regulations (CR) is advantageous.

Active participation in local port trade organizations and trade seminars is beneficial.

Proven capability to make impactful business decisions and to prepare and review complex business documents.

Proficiency in Microsoft applications and general ERP systems (IFS knowledge is a plus).

Ability to work independently on diverse problems requiring data analysis and evaluation of identifiable factors.


PREFERRED QUALIFICATIONS:

Strong knowledge of process improvement methodologies (lean, Six Sigma, etc.) is desirable. Experience in railroad transit/logistics is a plus.
