Job Summary: Leidos is seeking a highly skilled Senior Security Program Manager to lead special access program initiatives. As the Vice President, Security Special Programs, you will be responsible for the management, direction, administration, and development of security programs and procedures for assigned programs that have contractually imposed security requirements beyond 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM) Rule requirements.

Key Responsibilities:

  • Serve as the primary interface with government agencies regarding assigned program security matters and requirements.
  • Manage all security-related aspects of assigned programs in close collaboration with Leidos Security Directors and other Leidos Contract Program Security Officers (CPSOs).
  • Collaborate and influence across sectors and government partners to support multiple SAP programs architecting a Leidos framework.
  • Lead operational requirements and system specification documents to ensure applicable security requirements are addressed and incorporated into security processes.
  • Provide best-in-class support to both internal and external customers.
  • Attend, support, and actively participate in program meetings, staff meetings, and telecons.
  • Oversee program security administrative tasks and duties, including maintaining and creating filing and tracking systems, updating logs/lists, and ensuring secure program areas are set up and appropriately supplied.
  • Oversee the maintenance of personnel security records for special access programs (SAP) and/or Sensitive Compartmented Information (SCI)-related programs.
  • Lead enterprise SAP discussions and activities to comply with corporate and program expectations and requirements.
  • Execute DoD and IC policies, including working knowledge of DoD 5205.07 SAP Manuals volumes 1-4, ICD 705, ICD 704, and/or NISPOM applicable sponsor procedures.
  • Maintain working knowledge in the preparation and maintenance of prime and subcontract DD254s.
  • Interpret and implement security classification guidance.
  • Develop and maintain the program's Standard Operating Procedure (SOP).

Requirements:

  • Candidate must be a US Citizen with an active US Government Top Secret clearance with SCI eligibility, current Single Scope Background Investigation, and polygraph, and ability to maintain a DoD Top Secret clearance with Special Program accesses.
  • Bachelor's degree or equivalent experience and 15+ years of prior relevant experience or a Master's Degree with 13+ years of relevant experience.
  • At least eight years' experience working with special programs in a ACPSO or CPSO role or government role.
  • Expert knowledge of applicable Department of Defense policies, instructions, and manuals pertinent to special access program security.
  • Excellent written and verbal presentation skills to communicate well with team members, customers, and senior leadership.
  • Demonstrated excellent organizational, decision-making, and problem-solving skills.
  • Ability to act and complete tasks independently with very minimal support from team members in high-stress environments.
  • Advanced collaboration and interpersonal skills.
  • Demonstrated experience leading through influence.
  • Outstanding work ethic and commitment to security operational success with a high degree of accuracy.
  • Willing to work extended hours in a fast-paced, deadline-driven environment in a variety of program areas.
