Job Summary

This vacancy is for a Paralegal Specialist (GS-0950-09) located in the Department of Homeland Security, U.S. Coast Guard, ADMINISTRATIVE LAW JUDGE MARYLAND, in Baltimore, MD. The selected candidate will serve as a Paralegal Specialist responsible for processing filings submitted by parties appearing before administrative law judges (ALJ) for the U.S. Coast Guard and numerous other federal agency cases.

Key Responsibilities
  • Review and summarize filings in a computerized docketing system
  • Prepare and transmit notices, judgments, and orders
  • Interact with the public, including answering inquiries into case status and filing procedures
  • Respond to Freedom of Information Act (FOIA) or record requests and process FOIA appeals for DHS agencies
  • Review complaints, pleadings, motions, petitions, FOIA requests, records of proceedings, and other similar legal transactions to ensure compliance with legal requirements and technical accuracy
  • Draft routine legal documents, review settlement agreements, default orders, admission orders, and draft correspondence via email to all parties
  • Utilize computerized systems to track cases filed with the Alameda ALJ Field Office
  • Determine and maintain status for court cases for U.S. Coast Guard and other federal agency proceedings
  • Maintain docket calendars
  • Respond to inquiries and complex requests for current information on cases from judges, court administrators, client agencies, expert witnesses, parties to the cases, and the general public
  • Establish and maintain case files that contain charging documents, pleadings, interrogatories, requests to admit, requests for production or inspection, motions, affidavits, exhibits, evidence, court orders, settlement agreements, and other general correspondence
  • Receive correspondence and documents, such as case documents associated with U.S. Coast Guard cases and other federal agency cases
  • Provide drafting assistance for simple orders and notices
  • Assist with editing and legal research of drafts
  • Serve as property custodian by ensuring accurate property management in the office
Requirements
  • Must be a U.S. Citizen or National
  • Must be registered or exempt from the Selective Service
  • A one-year probationary period may be required
  • Suitable for Federal employment determined by background investigation
  • Time in Grade requirement must be met by the closing date of the vacancy
Qualifications

For the GS-09: Applicants must have one year of specialized experience equivalent to the GS-7 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include:

  • Examining and processing a variety of legal documents
  • Responding to legal inquiries from the public
  • Providing case management for legal cases
  • Conducting legal research or searching and reviewing legal references, case files, and other sources for information and data required by attorneys

OR Master or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D. degree, if related; OR a combination of specialized experience and education.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
