We are seeking a highly skilled and experienced Executive Director to oversee the daily operations and ensure efficient administration of housing programs for the Guilford Housing Authority, a non-profit corporation.
Key Responsibilities- Oversee the daily operations of housing programs, ensuring efficient administration and compliance with regulations.
- Investigate and resolve tenant complaints, enforce rules of occupancy, inspect vacant units, and ensure necessary repairs and renovation of GHA properties.
- Direct resident selection processes, ensuring fair and equitable treatment of all applicants.
- Oversee ongoing maintenance and repairs, and arrange for contractors to provide services within budgetary constraints.
- Respond to emergency situations at the three housing sites, ensuring the safety and well-being of residents and staff.
- Treat employees, residents, and others with courtesy, respect, and professionalism, fostering a positive and inclusive work environment.
- Prepare and submit reports required by the State and the GHA Board of Commissioners, ensuring accurate and timely reporting.
- Direct and account for the expenditure of funds in accordance with the annual budget, ensuring fiscal responsibility and accountability.
- Maintain accurate records of all fiscal activity and GHA expenditures, ensuring accurate financial reporting and compliance with regulations.
- Prepare annual budget estimates for approval by the GHA Board of Commissioners, and submit budget estimates to relevant authorities.
- Coordinate and confer with State and Town agencies and officials, ensuring effective communication and collaboration.
- Ensure compliance with State and Town regulations, guidelines, and policies, maintaining a high level of regulatory compliance.
- Implement risk management strategies to mitigate potential liabilities, ensuring the safety and security of residents and staff.
- Identify funding opportunities and prepare grant requests to support staff and housing programs, securing necessary funding to support GHA's mission.
- Attend scheduled meetings with the GHA Board of Commissioners and governmental agencies, ensuring effective communication and collaboration.
- Maintain responsibility for meeting agendas and minutes of the GHA Board of Commissioners, ensuring accurate and timely documentation.
- Lead, mentor, and manage staff, overseeing workloads and fostering a collaborative and productive work environment.
- Write and conduct performance reviews that communicate assessments, goals, and objectives to staff, ensuring effective performance management.
- Conduct staff meetings, resolve staff issues, and build team relationships, promoting a positive and inclusive work environment.
- Ensure staff have appropriate equipment and knowledge for implementing work objectives, ensuring effective and efficient operations.
- Participate in professional organizations to remain current on new developments, ensuring GHA remains at the forefront of best practices in housing administration.
- Requires an Associate's degree or equivalent from a two-year college or a Bachelor's degree, and at least three years' experience in public or private housing, community development, public administration, non-profit administration, or closely related fields.
- Requires a Public Housing Manager certificate by a nationally recognized housing or real estate organization within two years of employment if not present on hire.
- Valid Connecticut Motor Vehicle Operator's License.
- Competitive salary range: $65,000.00 - $80,000.00 per year.
- 12 paid holidays per year.
- 15 paid time off days per year.
- GHA will pay 80% of the premium for the employee's participation in GHA's medical insurance plan.
- Required to work in an office environment with a low noise level.
- Required to drive to, visit, and inspect conditions and meet with residents in each of the three housing sites.
- Frequent interaction with elderly residents, the general public, and government officials.
- Full-time.
