JOB SUMMARY:

This position is responsible for leading and supporting various functions within the realms of intermodal operations, maintenance, construction, planning, and environmental management. The individual will serve as a key assistant to the office head, providing professional guidance in multiple areas of expertise.

Key Responsibilities:

1. Leadership and Supervision:

a. Oversee a team of professionals and consultants in the management and execution of the Aviation Program.

b. Manage administrative tasks related to the Aviation Program, including organizational structure, human resources, and financial oversight.

c. Develop and enforce policies and procedures relevant to the Division of Intermodal Aviation.

2. Financial Administration:

a. Supervise all financial activities associated with the Aviation Program, ensuring compliance with federal and state funding regulations.

b. Oversee the preparation and management of the annual program of projects and applications for federal grant funding.

c. Ensure proper distribution of funds to eligible airport sponsors in line with established guidelines.

3. Stakeholder Engagement:

a. Act as the primary liaison for aviation-related matters with federal, state, and local stakeholders.

b. Maintain up-to-date knowledge of relevant aviation laws and regulations.

c. Collaborate with other divisions on aviation-related projects and initiatives.

4. Program Development:

a. Direct the development and implementation of Advanced Air Mobility and Uncrewed Aircraft Systems programs.

b. Ensure innovative practices in the UAS Program to align with organizational goals.

5. Planning and Oversight:

a. Supervise the Planning section to achieve the objectives of the Statewide Aviation System Plan.

b. Oversee environmental reviews and airport inspections as part of the Aviation Program.

c. Monitor program progress against established goals and metrics.

MINIMUM QUALIFICATIONS:

Candidates must meet the required qualifications, including an Associate degree in a relevant field or equivalent experience at a managerial level.

Agency Minimum Qualifications:

- Bachelor's degree in Aviation Management, Transportation Planning, or a related field with seven years of relevant experience.

- Proven experience in managing aviation programs and budgets, as well as supervising staff.

- Strong leadership skills and the ability to guide teams towards achieving objectives.

- Excellent communication skills, both written and verbal.

Agency Preferred Qualifications:

- Master's degree in a closely related field.

- Experience in managing statewide aviation projects and federal/state grant programs.

- Knowledge of procurement processes for professional services and equipment.
