Overview:
Anschutz Exploration Corporation's UCO Team, which focuses on Utah, Colorado, and New Ventures, is dedicated to advancing assets from initial exploration through to comprehensive field development. The team is responsible for managing assets at various maturity levels while continuously evaluating new opportunities. We are looking for a proactive and seasoned professional to take on the role of Oil and Gas Regulatory Supervisor at our Denver corporate office. The ideal candidate will exhibit exceptional leadership capabilities, possess extensive knowledge of federal permitting processes, and demonstrate the ability to formulate strategic recommendations for the asset team. This role involves leading a regulatory team to achieve specific asset development objectives while collaborating closely with various internal departments and external stakeholders, including state and federal agencies, to ensure the successful execution of asset team projects. Given the diverse nature of the UCO Team's responsibilities, the successful candidate will be adept at navigating less mature assets in regions where regulations may be less defined.
Primary Responsibilities:
Permitting:
- Provide guidance on all regulatory permitting issues during asset meetings to align with asset team objectives, strategize effectively, and adhere to project timelines for successful asset development.
- Ensure that all regulatory approvals necessary for operational plans are secured well in advance of scheduled activities, including contingency plans to maintain flexibility.
- Lead regulatory team members and coordinate the execution of permitting deliverables required for federal and state submissions, consistently seeking opportunities for process enhancements.
- Oversee the performance of team members, contractors, and agencies, striving to support and enhance outcomes from all involved parties.
- Address complex challenges in demanding permitting and operational settings.
- Collaborate with regulatory agencies to ensure that AEC operational priorities are met efficiently and on time.
- Report on the progress of permitting projects, timelines, and provide updates to the director.
- Accountable for the submission of annual and quarterly targets for APD submissions and approvals.
- Manage the coordination and execution of all federal and state permitting objectives established by the asset team.
- Possess knowledge of regulatory agencies and their associated approval timelines (e.g., federal, state, county: pit permits, commingling applications, water well permits, boring permits, ROWs, water permits, and water routes).
- Work towards enhancing communication with all regulatory agencies while continuously seeking process improvements.
Operations:
- Take ownership of rig schedule permits, ensuring timely submission and approval to meet desired spud dates.
- Maintain awareness of wildlife, cultural, and other permitting challenges that could affect development, and effectively communicate these impacts to relevant stakeholders.
- Engage with leadership to provide estimated timelines for regulatory approvals, proactively identifying potential issues and collaborating with the team to devise solutions.
Reporting and Tracking:
- Maintain an internal database with a high degree of accuracy to facilitate timely reporting to leadership.
- Generate bi-monthly WOGCC and BLM APD reports to showcase the company's permitting progress and inventory.
- Verify all weekly progress reports from the team regarding BLM and WOGCC APDs.
- Ensure quality control and validate all permitting data and metrics.
Qualifications & Skills:
- A minimum of 8 years of experience in federal and state permitting, with experience in Wyoming being advantageous.
- Previous management experience is required.
- A Bachelor's degree is mandatory, with a degree in a relevant field being highly desirable.
- In-depth knowledge of federal and state permitting processes.
- Strong leadership and collaborative skills.
- Excellent organizational and prioritization abilities.
- Outstanding communication skills, with the capacity to convey information clearly to both team members and agencies.
- Ability to identify and implement process improvements through cross-functional collaboration with related departments (geology, drilling, completions, operations, etc.).
- Proven ability to effectively manage team members, contractors, and competing priorities to achieve results.
- Familiarity with programs such as ARC GIS, EPEX, M-FILES, EFORM, RBDMS, AFMSS, Spotfire, Well Drive, and Open Invoice is a plus.
