POSITION OVERVIEW: Under general supervision, oversee, coordinate, and assess the operations of a segment within the Public Works or Planning Departments. Individuals in this role report directly to an Assistant Director and are primarily tasked with managing a section within the Public Works or Planning Departments. This position represents the initial full supervisory and management level within the professional and technical engineering hierarchy.

Current Opportunities: The current opening is within the Traffic Engineering division of the Department of Community Development & Infrastructure (CDI), Public Works Division.

  • Traffic Engineering Division: This section is accountable for the management of traffic engineering and operations, including the design of signal systems and the recommendation of traffic improvement strategies. A valid certificate of registration as a Civil Engineer from the California Board of Registration for Professional Engineers is mandatory for this role. A certificate as a Traffic Engineer from the California Board of Professional Engineers is highly advantageous. Responsibilities include liaising with public and private entities regarding upcoming or ongoing projects, as well as reviewing and advising on contract awards, modifications, progress payments, and project completion.

Future Vacancies: Anticipated openings exist in the Flood Control and Stormwater division and the Road Design division of the Department of Community Development & Infrastructure (CDI), Public Works Division.

  • Flood Control and Stormwater Division: This section is responsible for the oversight of County drainage and flood control maintenance and capital initiatives, managing the County's Drainage Zones/Flood Control Districts, establishing fees and assessments, and updating related Capital Improvement Programs. A valid certificate of registration as a Civil Engineer from the California Board of Registration for Professional Engineers is required for this position.
  • Road Design Division: This section focuses on the design aspects of various County transportation capital improvement projects, including storm damage road repairs and bridge rehabilitation efforts. A valid certificate of registration as a Civil Engineer from the California Board of Registration for Professional Engineers is required for this position.

QUALIFICATIONS: A combination of education and experience that provides the necessary knowledge and skills is required. A typical pathway to acquire the knowledge and skills includes: Graduation from an accredited institution with a degree in civil, traffic, environmental, or sanitary engineering; or biological, chemical, physical, or soil science; or a related discipline; AND five (5) years of progressively responsible engineering experience demonstrating the application of the required knowledge and skills. A master's degree in civil engineering or a closely related field may substitute for one year of the required experience.

SPECIAL REQUIREMENTS:

License: A valid California class C driver license is required.

Certification: For certain assignments: A valid certificate of registration as a Civil Engineer from the California Board of Registration for Professional Engineers is required.

Knowledge Base: Comprehensive knowledge of current federal, state, and local laws, regulations, and guidelines relevant to the specific program assignment; some familiarity with supervisory and training principles; principles of public administration, including organization, management, and budgeting; and the application of data processing in Public Works or Planning initiatives. For Civil and Construction Engineering roles, thorough knowledge of civil engineering principles as applied to public agencies; properties and applications of materials in engineering construction; working knowledge of design and/or construction methods and inspections for public works or planning projects, including streets, storm drains, and sanitation systems; principles of traffic engineering and methods for regulating vehicular and pedestrian traffic flows (may be required for some positions); hydrology and hydraulic design engineering; and some knowledge of wastewater engineering (for certain positions). For Solid Waste Engineering roles, extensive knowledge of landfill and solid waste engineering as it pertains to operating landfill and transfer stations; some knowledge of material properties and applications in engineering construction. For Water and Wastewater Engineering roles, thorough knowledge of methods, materials, tools, and equipment used in the operation, maintenance, and repair of wastewater collection, treatment, and transmission facilities; safety practices in sanitation operations; and governmental regulations concerning drinking water treatment and domestic wastewater disposal. For Flood Control Engineering roles, comprehensive knowledge of watershed management; flood control activities, including flood modeling; and governmental regulations and permit processing for flood control improvement projects and routine maintenance activities.

Skills and Abilities: Ability to plan, organize, supervise, train, and evaluate the work of professional and technical personnel; schedule tasks, prioritize work, and resolve complex issues; analyze technical and administrative challenges and devise effective solutions; coordinate activities with other sections and departments; interpret and apply relevant laws, rules, and regulations; supervise the preparation of engineering designs, plans, and specifications for public works facilities; manage extensive sanitation maintenance operations for certain roles; oversee contractor compliance with approved engineering plans and specifications; establish and maintain effective working relationships; apply traffic engineering principles to ensure safe and efficient vehicular and pedestrian traffic flow (may be required for some positions); manage and administer flood control programs, including project and maintenance regulatory permitting (may be required for some positions); perform complex engineering tasks; prepare clear and concise reports; effectively communicate before groups; develop budgets; and utilize computer systems for data input, access, and analysis.
