Job Summary: The Maryland Department of Housing and Community Development (DHCD) is seeking a qualified professional to serve as a Critical Repair Construction Management Officer (CRCMO). This role is responsible for analyzing residential properties, evaluating plans and contractor bids, and inspecting rehabilitation work. The CRCMO will also recommend construction draws of project funds, monitor local housing agencies administration of Single-Family Housing (SFH) programs, and provide technical assistance to loan applicants, local governments, and contractors.

Key Responsibilities:

  • Evaluate the risk involved in granting single family, multifamily, and commercial loans, government assistance programs, and/or construction management.
  • Analyze residential properties, evaluate plans and contractor bids, and inspect rehabilitation work.
  • Recommend construction draws of project funds and monitor local housing agencies administration of Single-Family Housing (SFH) programs.
  • Provide technical assistance to loan applicants, local governments, and contractors.
  • Identify deviation from the scope of work and acceptable quality in workmanship and materials.

Requirements:

  • Seven years of experience evaluating the risk involved in granting single family, multifamily, and commercial loans, government assistance programs, and/or construction management.
  • Considerable knowledge of building systems, codes, and regulations relevant to residential construction.
  • Experience with technical and trade aspects of residential infrastructure and a variety of construction work to include inspections.
  • Experience in residential or commercial construction, weatherization, real estate development, governmental housing, or infrastructure development.
