The MRO/Chemical division at RTX is looking for a seasoned professional to take on the role of Principal Procurement Specialist. This position focuses on managing non-product Chemical and MRO procurement activities to fulfill both internal and client requirements.
Furthermore, the candidate should demonstrate the ability to influence supplier performance while delivering exceptional service to business stakeholders.
Key Responsibilities:
- Review and analyze Statements of Work (SOWs) and internal estimates.
- Draft and manage Proprietary Information Agreements (PIAs) and Non-Disclosure Agreements (NDAs).
- Solicit proposals and quotations from potential subcontractors, employing various analytical techniques to assess cost, technical capability, and financial stability.
- Identify, evaluate, and select suppliers and business partners.
- Negotiate supplier agreements covering pricing, schedules, and terms & conditions.
- Conduct thorough investigations to ensure suppliers can meet cost and schedule requirements.
- Monitor and report on supplier performance, recommending corrective actions as necessary.
- Engage with various business units and programs to manage supplier critical paths in alignment with key project milestones.
- Collaborate with legal, senior leadership, and program managers on procurement matters.
- Prepare and manage procurement documentation in compliance with company, customer, and government regulations.
- Oversee the lifecycle of Purchase Orders (POs) from initiation to delivery.
- Travel as required for business needs.
Required Qualifications:
A Bachelor's degree along with a minimum of 5 years of relevant experience, or an advanced degree in a related field with at least 3 years of relevant experience is typically required.
U.S. citizenship is mandatory due to government contractual obligations.
Preferred Qualifications:
- Experience with government contracts and associated processes.
- Understanding of all phases of sourcing and procurement execution, including price negotiations and terms and conditions.
- Background in chemical, MRO, and other indirect procurement.
- Experience in integrated supply chain management, including strategic procurement.
- Ability to interface with senior management on significant policy and operational matters.
- Knowledge of Six Sigma methodologies and productivity enhancement techniques.
- Familiarity with import/export regulations (ITAR/EAR).
- Experience in price cost analysis.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
- Experience with SAP and/or S4 Hana, as well as Ariba.

Compensation:
The salary range for this position is between 77,000 USD and 163,000 USD, reflecting a comprehensive assessment of experience levels. RTX considers various factors when determining compensation, including role responsibilities, candidate experience, and location.
Benefits may include medical, dental, vision, life insurance, short-term and long-term disability, 401(k) matching, flexible spending accounts, and paid time off, among others. Specific benefits depend on the business unit and whether the position is subject to a collective bargaining agreement.
