Position Overview

The advanced business systems consultant is an integral member of the Planning, Accounting, and Ledger Management team.

This initiative is a long-term project aimed at modernizing a statewide accounting and cash management system with a contemporary financial management solution.

The project aims to enhance existing functionalities and ensure a seamless transition.

In this role, you will collaborate across multiple business units to conduct comprehensive business and detailed systems analysis activities.

You will liaise with subject matter experts to gather and document requirements, develop testing strategies, and engage in quality assurance activities while coordinating with other team members involved in remediation efforts.

The Business Systems Consultant plays a crucial role in bridging our organizational objectives with technological capabilities.

This professional will work closely with various stakeholders, including project sponsors, end users, and IT teams, to identify, analyze, and validate business needs and requirements.

Key Responsibilities

  • Research and comprehend business processes and their interconnections.
  • Document the impacts on agency business systems related to the implementation.
  • Facilitate collaborative analysis workshops with business units.
  • Gather and document both business and technical requirements.
  • Coordinate with data migration and development teams.
  • Create detailed use cases, business rules, and requirements.
  • Develop comprehensive test plans and test cases.
  • Oversee testing and quality assurance efforts.
  • Conduct reviews of deliverables to ensure compliance with departmental standards.

Qualifications

To be successful in this role, you will need:

  • A minimum of 3 to 5 years of substantial experience in business/systems analysis and software development projects.
  • Proficiency in Microsoft Office Suite, especially Excel, Word, and PowerPoint.
  • Experience with Microsoft DevOps is highly desirable.
  • Familiarity with relevant administrative codes is preferred.
  • Experience in data migration processes is advantageous.
  • Knowledge of change and release management practices.
  • Understanding of testing and quality assurance methodologies.

What Sets You Apart

Business Analysis: Ability to conduct thorough research, business analysis, and process modeling. Proficiency in software tools such as MS Word, MS PowerPoint, MS Excel, and Visio is required. Certification as a Business Analysis Professional (CBAP) or as a Scrum Master (CSM) is highly regarded.

System Analysis & Design: Capability to perform system analysis and design using various modeling methodologies.

Facilitation: Expertise in leading workshops and meetings with stakeholders.

Technical Understanding: Solid knowledge of IT infrastructure and software development practices.

Project Management: Familiarity with project management principles and techniques.


Additional Skills:

  • Advanced proficiency with Microsoft products, including SharePoint, Teams, and Power BI.
  • Ability to understand stakeholder needs and document their requirements effectively.
  • Capacity to provide and receive constructive feedback while maintaining positive working relationships.
  • Adaptability to changing demands in a dynamic work environment.

Education:

A bachelor's or master's degree in Business Administration, Communication, Information Systems, or a related field is required. Equivalent work experience may be considered in lieu of formal education.
