Position Overview
As the primary authority for compliance matters within the Department, you will address all issues pertaining to TJJD standards and human resource management activities.

This role involves managing compliance and quality assurance functions throughout the Department by supervising all audits and investigations, both internal and external, to identify and report potential risks in adhering to Local, State, and Federal standards.


Management Responsibilities:
Oversee a team of approximately 4-10 staff members.

Detailed Responsibilities:
Direct and supervise compliance and quality assurance units to ensure adherence to all ethical and legal standards set by governing bodies.

Act as a liaison to foster professional relationships within the Juvenile Department, facilitating communication, collaboration, and information sharing among the Juvenile Department, State Agencies, and other stakeholders.

Manage departmental audits and investigations, both internal and external, and implement necessary policy changes related to abuse and neglect, staff misconduct, human resource inquiries, and complaints against the department.

Assess risks, develop, and implement control systems along with compliance guidelines and policies. Evaluate staff knowledge of policies and provide training as needed. Address compliance and privacy issues with management at all levels to resolve violations and find effective solutions. Maintain records of required documents and ensure compliance with confidentiality policies as mandated by governing authorities. Prepare management reports and submit all necessary documentation to the appropriate regulatory bodies. Perform additional duties as assigned.



Qualifications:


Education and experience equivalent to a Bachelor's Degree in Business Administration, Public Administration, Law, Criminal Justice, or a related field in compliance.

A minimum of four (4) years of professional experience in compliance monitoring, human resources protocols, and conducting investigations is required, along with two (2) years of managerial experience.

Essential Knowledge, Skills & Abilities:
Proficiency in standard software applications.

Strong verbal and written communication skills, with the ability to establish and maintain effective working relationships with employees, departments, and the public.

Certification as a Probation Officer may be required within six months of employment. Extensive knowledge of probation, parole, the criminal justice system, or human resource protocols is essential. Strong interpersonal and communication skills are a must. Prior experience as a compliance-monitoring officer and in conducting investigations is preferred. Ability to effectively communicate and train staff on compliance objectives and procedures. A valid Texas Driver's License with a good driving record is required. Candidates must pass a thorough background investigation and mandatory drug testing prior to employment, and will be subject to random, unannounced drug and/or alcohol testing during employment.

This position requires working with juveniles who may have engaged in dangerous or aggressive behaviors; therefore, a high tolerance for working in an emotionally demanding and stressful environment is necessary.


Physical/Environmental Requirements:

  • Standard office environment within a secured facility. Ability to lift and carry up to 25 lbs., unassisted. Willingness to travel to various work site locations.
  • Employees may be transferred to different departments, shifts, locations, or facilities based on departmental needs. Candidates must be at least 21 years of age (for applicable positions) and must successfully complete all portions (physical/written) of the Juvenile Academy to maintain employment or meet all standards related to PREA and Ethics for specific roles.
