Job Overview

As a Project Development Engineer, you will be responsible for the comprehensive planning, organization, and execution of project front-end loading and design engineering. This includes option selection, scope development, change control, cost estimation, and scheduling compliance for all assigned projects.

Key Responsibilities:

  • Provide technical support during the construction and commissioning phases to ensure proper installation.
  • Develop and maintain all project-related documentation, including Project Study Basis (FEL1), Project Study Report (FEL2), Project Design Basis (FEL3), and Authorization for Expenditure, along with necessary backup documents such as Process Specifications, project cost estimates, and Project Execution Plans.
  • Execute detailed design and material procurement for all assigned projects, which encompasses the development of plot plans, layouts, 3D models, equipment specifications, and discipline engineering packages.
  • Assist Procurement with source selection, requirements, bid evaluation, and expediting as necessary.
  • Coordinate project execution and provide assistance to Process Engineering, Operations, Construction, and other teams regarding their project responsibilities, including P&ID development and safety reviews.
  • Monitor and report on project costs, cash flow forecasting, schedule performance, change order management, and scope management.
  • Establish project objectives and performance standards, focusing on project cost, schedule, quality, safety, environmental performance, and customer satisfaction.
  • Develop a capable team to effectively implement the project and meet objectives.
  • Provide engineering support with corporate and refinery standard engineering specifications and manage variance requests.

Qualifications:

  • Bachelor's Degree in Chemical, Mechanical, or Civil Engineering or a related field with a minimum of 8 years of relevant experience.
  • Strong knowledge of industry engineering standards and practices specific to oil refining.
  • Proficient in Microsoft Word, Excel, and PowerPoint.
  • Excellent analytical and problem-solving skills.
  • Strong written and verbal communication abilities.
  • Valid Driver's License is required.
  • Eligibility for Transportation Worker Identification Credential (TWIC) is necessary.

Candidates must meet eligibility criteria to obtain a TWIC card.
