Job Overview

Position Summary
The Housing Program Coordinator is accountable for executing the Agency's Section 8 Housing Choice Voucher (HCV) Program's leasing and occupancy regulations in alignment with HUD, federal, local, and other relevant laws, guidelines, policies, and procedures. This role encompasses a variety of responsibilities associated with the admission and occupancy of public low-income housing units. The Coordinator may engage with multiple programs, including Section 8 HCV, Veterans Affairs Supportive Housing (VASH), Continuum of Care (CoC), Tenant-Based Rental Assistance (TBRA), Foster Youth Initiative (FYI), and Emergency Housing Voucher (EMHV) programs. A critical responsibility is ensuring the Agency achieves a satisfactory rating concerning HUD agency scoring systems such as the Section 8 Management Assessment Program (SEMAP) and other future HUD mandated evaluation systems.


Key Responsibilities
The Housing Program Coordinator will undertake and execute the following tasks, along with any other job-related duties as assigned:

  1. Responds to inquiries regarding policies and practices related to the application and/or re-examination processes in a professional and courteous manner.
  2. Conducts interviews with applicants on a scheduled basis, elucidating the HCVP program and eligibility criteria. Addresses applicant concerns regarding the program, application processing, waiting list placement, and explains decisions if applications are denied.
  3. Assists applicants in completing forms and identifying necessary documentation.
  4. Coordinates background checks for tenants undergoing recertification and performs final eligibility verifications.
  5. Contacts eligible applicants based on information and Waiting List data to offer available units in accordance with Agency policies.
  6. Prepares lease-up packets and briefs new tenants on occupancy and lease obligations.
  7. Reviews lease documents for accuracy and completeness and executes leases.
  8. Assists in preparing and distributing notices of rent violations and supports the Senior Housing Specialist with lease enforcement.
  9. Prepares and completes Form HUD-50058 accurately and promptly, submitting it to the Senior Housing Specialist for quality control review before timely electronic submission to the PIC system.
  10. Collects and reviews interim transfer and re-certification information, evaluates, verifies, and calculates data and rent for recertification and move-in. Explains rent calculations to tenants and assists with completing recertification materials as necessary.
  11. Prepares monthly recertification documentation for annual and interim recertifications, ensuring timely receipt of necessary information from tenants.
  12. Schedules and conducts re-examination interviews with tenants.
  13. Ensures proper verification methods and processing for each re-examination according to HUD and Agency policies. Examines and resolves income discrepancies as necessary.
  14. Reviews portability documents to ensure eligibility for porting in, enters information into Agency software, schedules and conducts tenant briefings, and assists tenants in locating housing.
  15. Obtains required information for porting out, schedules port-out briefings with tenants, processes all documentation, and submits to the Executive Director for authorization.
  16. Calculates voucher limit estimates for new admissions/transfers, provides tenants with new admission documents, reviews information with tenants, answers questions, and provides vouchers.
  17. Obtains Continuum of Care (CoC) referrals, ensuring participants meet program requirements, enters applicant information into Agency software, performs background checks, and schedules CoC briefings.
  18. Receives Emergency Housing Vouchers (EHV) referrals from CoC partners, verifies referrals meet grant requirements, enters applicant information into Agency software, and conducts briefings with referrals.
  19. Processes and maintains files and correspondence associated with the leasing and occupancy process.
  20. Assists landlords/owners and tenants in resolving disputes and makes recommendations to the Senior Housing Specialist.
  21. Maintains account information such as current rent, coordinates collections due, and reconciles rent and other charges collected throughout the month.
  22. Accurately updates the system with notes and ensures compliance with program requirements and regulations.
  23. Compiles statistical data and prepares reports related to completed recertifications, applicant folders, occupancy, and residents as required.
  24. Documents and investigates resident complaints and schedules appointments to discuss and initiate solutions.
  25. Ensures privacy and maintains security of confidential materials.
  26. Attends professional development and meetings as recommended by the Senior Housing Specialist or Director of Housing.
  27. Adheres to strong Agency standards regarding the ethical, responsible, and appropriate use of Agency materials and resources.

Education and Experience
A High School diploma or equivalent (GED) is required, along with three (3) years of experience in the housing or social services field, or an equivalent combination of education and experience sufficient to fulfill essential position functions.


Certifications
The following certifications must be obtained within one (1) year of employment or another allowable period of hire as authorized by the Executive Director or designee:

  • Occupancy Specialist
  • Rent Calculation
  • Enterprise Income Verification System (EIV)
  • Fair Housing

Knowledge and Skills
The ideal candidate will possess:

  1. Working knowledge of federal, state, and local laws, rules, and regulations pertaining to Section 8 Housing Choice Voucher Programs.
  2. Thorough knowledge of interviewing techniques and record maintenance.
  3. Ability to interact tactfully and courteously with the public.
  4. Ability to understand and follow complex written and oral instructions.
  5. Ability to make routine decisions in accordance with established administrative rules and policies.
  6. Working knowledge of the Agency's computer system and applicable software.
  7. Basic math skills sufficient for rent calculations and resolving discrepancies.
  8. Ability to prepare clear, concise reports and make appropriate recommendations.
  9. Ability to communicate effectively, both verbally and in writing.
  10. Ability to establish and maintain effective working relationships with colleagues.
  11. Ability to handle situations requiring tact and diplomacy.

Work Environment
The work environment involves normal office risks or discomfort and is usually in a well-ventilated, adequately cooled, and heated area.


Other Requirements
Must possess a valid driver's license and be available for occasional overnight travel for training. Must pass employment drug screening and criminal background check. Confidentiality is paramount in this role.
