Job Summary

This position performs work in the enforcement of and compliance with various City Ordinances. Performs a wide range of technical work involving research, data and evidence collection, documentation, word processing, presentation, and public service. Presents cases for review before a Special Magistrate appointed by the City Council.

Key Responsibilities
  • Conducts site visits to enforce City Ordinances, including but not limited to junk vehicle ordinances, litter ordinances, solid waste disposal ordinances, minimum housing codes, sign ordinances, animal control, and other codes.
  • Calculates administrative fees and fines due to the City.
  • Monitors adjudicated cases accruing fines and imposes liens, as necessary, and records documents related to liens with the County Clerk's office.
  • Visits sites to establish if there is a violation and contacts the person or persons responsible.
  • Cites violators when appropriate, generates case files, and prepares cases for judicial review.
  • Locates and contacts responsible party, performing research as needed.
  • Prepares and presents code violations to the Special Magistrate.
  • Testifies under oath on behalf of the City.
  • Meets and deals with public and others in situations which require tact, discretion, and courtesy.
  • Seeks and gives out information and interpretation of policy or procedures which require considerable knowledge of zoning codes, regulations, etc.
  • Makes presentations to civic groups, neighborhood watch organizations, and others regarding various codes.
  • Works in partnership with other City offices, including the City Attorney, County and State agencies, and the Police Department to accomplish code compliance.
  • Conducts fence inspections.
  • Performs other related duties as assigned.
Requirements
  • Associate's degree in a related field and three (3) years of experience in a law enforcement or code enforcement environment, or an equivalent combination of education and experience.
  • Possession of a valid Class "E" Florida Drivers License and compliance with vehicle use policy requirements, Section 8.15(c) in the City's Personnel Manual.
  • Possession of Levels I and II Certification by the Florida Association of Code Enforcement (FACE).
Knowledge, Skills and Abilities
  • Knowledge of technical principles and practices of various City ordinances and codes.
  • Skill in proofreading.
  • Skill in the operation of a typewriter, simple office machines, and a personal computer.
  • Ability to research aspects of law.
  • Ability to communicate both verbally and in writing.
  • Ability to establish working relationships with various coworkers and the public.
  • Ability to plan work and complete aspects of the job without direct supervision.
  • Ability to organize, document, and follow up on projects in sequential order on a timeline.
  • Ability to meet the public in a pleasing, professional manner.
  • Ability to organize day's work.
  • Ability to exercise judgment related to enforcement of various ordinances.
  • Ability to prepare presentations using PowerPoint software.
  • Ability to work varying work schedules including evening and weekend hours.
