Grant County PUD will be administering a background check as part of the hiring process, if selected for this position.
Under the general supervision of the Internal Audit Manager, this role is responsible for executing operational and compliance audits across the organization to pinpoint risks and control weaknesses that could affect the reliability of reported data and the accomplishment of business goals. This position will undertake a diverse range of routine and non-routine accounting and auditing tasks in alignment with established auditing standards. Additionally, this role will assume the responsibilities of the Manager during their absence.
Key Responsibilities
Core Functions: -- Core functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
- Conduct and support internal assurance and consulting audits in accordance with the Definition of Audit, the Audit Code of Ethics, and the International Professional Practices Framework (IPPF - Red Book) Standards, the Audit Charter, and internal policy.
- Assist the Audit Department during the planning phase, development of scopes, identification of site visits, etc.
- Identify financial, operational, routine, and non-routine risks, along with the mitigating controls related to those risks.
- Lead and assist in the execution of audit fieldwork necessary for assessing the effectiveness of internal controls, operational efficiency, compliance with organizational policies and procedures, and applicable laws/regulations.
- Communicate identified deficiencies, root causes, and recommendations for remediation with audit clients, while also quantifying the potential financial impact when applicable.
- Utilize overall business knowledge and previous audits to enhance effectiveness and develop audit efficiencies.
- Support employees and supervisors with inquiries and/or corrections regarding current organizational policies.
- Ensure that payments are processed in accordance with relevant laws, regulations, and policies.
- Authorize and issue approved warrants prior to action by the Commission.
- Demonstrate commitment to Grant PUD's mission, vision, values, and strategic plan, including the Code of Excellence. The incumbent should be familiar with these organizational priorities and behave in a manner that aligns with these expectations.
- Understand and adhere to compliance requirements for this position, which may include laws, regulations, security guidelines, and Grant PUD policies & procedures.
- Actively engage in all aspects of our safety program, including but not limited to:
- Following all safety policies and procedures;
- Alerting supervisors and coworkers to unsafe or hazardous working conditions;
- Reporting any safety incidents or close calls within 24 hours to your supervisor;
- Accepting feedback from supervisors and coworkers regarding your own safety performance.
Required
- Bachelor's Degree in Business Administration with a major in accounting, finance, business, human resources (or similar discipline).
- Equivalent experience may be substituted. A CPA, CIA, CFE, or other relevant certification is preferred.
- Five years of auditing-related experience is required.
- Prior utility and supervisory experience are desired, but not required.
Required
- Valid Washington State Driver's License with no restrictions.

Knowledge of - Washington State laws and regulations related to Municipal Corporations and Public Utilities, payroll processing, employment law, and contracts; Knowledge of Grant PUD policies and procedures; Knowledge of computer systems and software including spreadsheets, word processing, and presentation graphics; Knowledge of basic auditing procedures including the International Professional Practices Framework and Generally Accepted Governmental Auditing Standards; Knowledge of internal control concepts and experience in applying them to plan, perform, and report on the evaluation of various business processes/areas/functions.
Skills in - analytical thinking, problem-solving, and sound judgment; effective communication to manage information gathering and positively influence others; organizational fundamentals; teamwork; interacting with varying levels of individuals (from frontline to senior leadership); building relationships, managing conflict, and embracing change; handling confidential information; and the ability to be bonded.
