Position Objective and Summary:
The Quality Improvement Specialist is tasked with overseeing various program evaluation, quality enhancement, and quality assurance activities within UCAN. This role includes ensuring programs meet quality standards, deploying tools for program and service assessment, and orchestrating data collection and analysis. The QIS collaborates with program staff to foster open communication and establish a continuous quality improvement feedback loop, supporting each program and striving to maximize the contributions of every team member.
Essential Functions and Responsibilities:
Best Practices
- Advises UCAN programs on compliance with Council on Accreditation (COA) Standards and other relevant accreditation criteria.
- Develops and oversees strategies for COA review preparations and ongoing compliance.
- Provides guidance on adherence to Medicaid Rule 132/140 and associated contractual obligations.
- Offers technical support for Medicaid service and billing processes.
- Assists in preparations for Medicaid reviews.
- Maintains up-to-date knowledge of IDCFS Rules & Regulations and serves as a resource for programs.
- Stays informed about ethical standards and mental health laws, providing advice to programs as needed.
- Educates programs on current clinical best practices.
- Leads initiatives in program evaluation by keeping abreast of industry developments.
- Researches evidence-based practices relevant to UCAN's operations.
- Evaluates current program practices and provides recommendations based on evidence-based approaches.
Program Monitoring, Evaluation & Outcomes
- Creates and implements plans for program evaluation and enhancement.
- Designs data collection frameworks for evaluation purposes and supervises data analysis to inform recommendations.
- Collaborates with programs to review findings and implement improvements.
- Facilitates the development and revision of program plans, including literature reviews, logic models, and outcome measurement strategies.
- Maintains a systematic approach for the development and review of program plans.
- Assists in crafting plans for tracking and measuring outcome data.
- Recommends enhancements in evaluation methodologies, outcome measurement, and data presentation.
- Engages with management teams through Performance and Quality Improvement (PQI) meetings to discuss program monitoring and improvement.
- Customizes individual program PQI processes to align with required outcomes, best practices, and agency goals.
Utilization Review
- Contributes to the establishment and maintenance of quality standards for service delivery and documentation, ensuring compliance with agency and program needs.
- Collaborates with service providers to promote quality principles and the importance of meeting or exceeding quality standards; provides training on best practices.
- Coordinates Utilization Review processes, conducting on-site evaluations and providing regular feedback.
- Analyzes and reports on Utilization Review outcomes, preparing quarterly summaries to highlight trends.
- Develops action plans with program teams to address identified deficiencies and monitors progress over time.
Data Management
- Generates discrepancy reports to ensure data integrity.
- Supports the agency in utilizing UCAN's information management systems and other relevant platforms.
Customer Satisfaction
- Develops strategies for gathering customer feedback through surveys, focus groups, and interviews.
- Collaborates with Program Leaders to create tailored survey questions for consumer feedback and assists in survey administration.
- Designs and conducts focus groups as necessary.
- Analyzes customer feedback results and communicates findings to program staff and stakeholders.
Collaboration
- Acts as a liaison between IT, Development, and program teams to ensure program needs are addressed.
- Fosters relationships with staff through program management by attending team meetings and providing training and consultation.
- Maintains awareness of other quality improvement functions within the agency and collaborates on team initiatives.
- Conducts training sessions and provides educational resources as identified.
- Serves as Project Manager and coordinates efforts among team members when assigned.
Other Duties as Assigned

Education /Job Experience/Certification:
Quality Improvement Specialist I
- BA/BS in a human services field is required; a Master's degree in Social Work or a related field is preferred.
- A minimum of 2 years of experience in the social services sector is required.
Special Knowledge and Qualifications:
- Proficient in Microsoft Office applications, especially Excel.
- Strong verbal and written communication abilities.
- Excellent decision-making and analytical skills, capable of resolving issues and correcting errors.
- Strong interpersonal skills, exercising discretion and judgment in interactions with colleagues and clients.
- Exceptional organizational skills, able to manage multiple projects simultaneously under pressure.
- Familiarity with COA, Medicaid, or DCFS standards is preferred.
- A valid driver's license and access to a vehicle are required.
Quality Improvement Specialist II
Education /Job Experience/Certification:
- A Master's Degree in human services with at least 2 years of quality improvement or program evaluation experience in social services is required, or
- A Bachelor's Degree in human services with at least 5 years of quality improvement or program evaluation experience in social services is required.
Additional Responsibilities:
In addition to the responsibilities of a QI Specialist I, a QI Specialist II will:
- Facilitate specialized projects and take on increased responsibility for individual tasks.
- Identify and recommend areas for improvement within the department.
- Assume additional responsibilities as needed based on program requirements.
Additional Special Knowledge and Qualifications:
In addition to the qualifications for a QI Specialist I, a QI Specialist II will:
- Demonstrate expertise in quality improvement, quality assurance, and program evaluation, including problem-solving, data analysis, and technology utilization.
- Exhibit strong written and oral communication skills.
- Show a commitment to UCAN and its continuous quality improvement efforts.
Quality Improvement Specialist III
Education /Job Experience/Certification:
- A Master's Degree in Social Work or a related field is required.
- 5 years of experience in quality improvement or program evaluation in the social services field is required, with at least 2 years at UCAN.
Additional Responsibilities:
In addition to the responsibilities of QI Specialists I & II, a QI Specialist III will:
- Act as a leader, mentor, and role model for other QI team members.
- Design and lead quality improvement projects.
- Develop and implement processes to enhance the QI department and program operations.
- Support and promote UCAN's mission and agency-wide initiatives.
Additional Special Knowledge and Qualifications:
In addition to the qualifications for QI Specialists I & II, a QI Specialist III will demonstrate:
- A proven ability to independently and effectively lead quality improvement projects.
- A proven ability to build positive relationships and collaborations with internal and external leaders and team members.
- A vision for the QI department and the advancement of UCAN's mission.
