Job Summary

The Public Safety Dispatch Supervisor oversees the daily operations of emergency response activities for assigned personnel. This role includes managing administrative responsibilities and ensuring that both emergency and non-emergency communications related to law enforcement, fire, and medical services are handled efficiently. The supervisor is expected to be certified in dispatching for law enforcement, fire, and medical emergencies, providing guidance and leadership to team members through training and mentorship.

Key Responsibilities

  1. Demonstrate proficiency in independent Law Enforcement and Fire/EMS dispatch operations.
  2. Maintain necessary certifications including Emergency Telecommunicator Course (ETC), Emergency Police Dispatch (EPD-Q), Emergency Fire Dispatch (EFD-Q), Emergency Medical Dispatch (EMD-Q), and others.
  3. Assess shift performance through direct observation and recommend enhancements to operational practices.
  4. Assist in the formulation and upkeep of policies and procedures for the communications center.
  5. Exhibit strong leadership qualities while fostering a professional atmosphere within the division.
  6. Establish clear quality standards, evaluate outcomes, and implement process improvements.
  7. Encourage teamwork by defining roles, supporting collaborative problem-solving, and recognizing team achievements.
  8. Effectively manage multiple tasks in a high-pressure emergency environment.
  9. Support the Training Coordinator and Quality Assurance Manager in evaluating dispatcher performance.
  10. Conduct performance reviews, approve timesheets, and address employee concerns.
  11. Utilize sound judgment in determining when to involve other departments or agencies in emergency situations.
  12. Operate all necessary equipment within the Emergency Communications Center.
  13. In emergencies, facilitate the transfer of dispatch operations to backup facilities.
  14. Monitor alarm systems and dispatch services as needed; oversee security camera operations in the communications center.
  15. Process training requests from team members and communicate them to the Communications Manager.
  16. Report equipment malfunctions to the appropriate authorities.
  17. Make critical decisions based on incoming transmissions from responders.
  18. Perform additional duties as assigned.
Required Skills and Qualifications

  1. Comprehensive understanding of St. Mary's County Government policies.
  2. Ability to calmly manage phone communications, assess emergency calls, and prioritize responses.
  3. Experience in Law Enforcement and Fire/EMS communications dispatching.
  4. Effective representation of St. Mary's County Government to the public.
  5. Strong supervisory and leadership capabilities.
  6. Ability to multitask and perform under pressure.
  7. Proficient record-keeping skills.
  8. Capability to dispatch emergency services appropriately.
  9. Familiarity with relevant computer and radio systems.
  10. High attentiveness and responsiveness while on duty.
  11. Maintain composure in stressful situations.
  12. Proficient in NCIC system operations.
  13. Organizational skills for filing messages and data.
  14. Knowledge of local geography and emergency service roles.
  15. Flexibility to fill in during emergency staffing shortages.
  16. Ability to follow directives from the Communications Manager.
  17. Commitment to confidentiality.
Education and Experience

  1. High school diploma or equivalent.
  2. Two years of experience as a Public Safety Dispatch Assistant Supervisor or three years in a Public Safety Answering Point (PSAP) for external candidates.
  3. Recent satisfactory performance evaluations as a Public Safety Dispatch Assistant Supervisor.
  4. Ability to operate independently as a Law Enforcement and Fire/EMS Dispatcher.
  5. Current certifications in all mandatory areas for Law Enforcement and Fire/EMS.
  6. Completion of specific training courses within designated timeframes post-promotion.
Additional Requirements

  1. Valid Maryland driver's license.
  2. Successful completion of a drug screening.
  3. Passing results from hearing and vision exams.
  4. Favorable outcomes from psychological fitness evaluations.
  5. Successful completion of a thorough background investigation.
  6. Unimpaired hearing, speech, and dexterity.
  7. Knowledge of the National 10 Code System.
  8. Ongoing training related to job responsibilities.
Physical and Environmental Conditions

The role requires standard physical effort and involves a 12-hour rotating shift schedule, including weekends and holidays. Employees may be subject to recall in emergencies. The work environment involves typical office risks, necessitating adherence to safety practices.
