Job Summary

The DC Department of Housing and Community Development (DHCD) seeks an experienced legal professional to serve as an Attorney Advisor in the Office of the General Counsel (OGC). The successful candidate will represent the DHCD lender in complex affordable housing finance transactions and provide legal advice on affordable housing policies, programs, and initiatives.

Key Responsibilities

  • Represent the DHCD lender in complex affordable housing finance transactions, including multi-layered financing, Low-Income Housing Tax Credits (LIHTCs), and tax-exempt bonds.
  • Provide legal advice on affordable housing policies, programs, and initiatives, including the Housing Production Trust Fund, the Housing Preservation Fund, and the Low-Income Housing Tax Credit (LIHTC) program.
  • Review and draft legal documents, including loan documents, affordability covenants, ground leases, acquisition and disposition agreements, and memoranda of understanding.
  • Perform research and provide oral or written opinions on legal matters, including proposed orders, legislation, and other legal documents.

Qualifications and Education

The ideal candidate will possess a LLB or Juris Doctor degree from a law school accredited by the American Bar Association (ABA) and have at least three years of post-professional legal experience. Preference will be given to applicants with experience representing clients in affordable housing finance transactions and negotiating and drafting real estate finance documents.

Work Environment/Conditions

The work is performed in an office environment, and the successful candidate will be required to work Monday through Friday, 8:15 AM to 4:45 PM (subject to change).
