Job Summary

We are seeking a highly organized and detail-oriented Human Resources Technician to join our Human Resources Department. This position serves as the first point of contact for City staff and the public, providing assistance on a wide range of personnel matters.

Key Responsibilities
  • Provide technical assistance and administrative support related to human resources administration, including recruitment and hiring, salary and benefits administration, employee training and development, and employee relations.
  • Perform a variety of duties relative to assigned areas of responsibility, including serving as the first point of contact for the Human Resources Department, building and maintaining positive working relationships with other City employees and the public, and assisting in the administration of the City's personnel functions.
  • Respond to inquiries from both internal and external customers regarding job openings, policies, practices and procedures, benefits, salary administration, and other relative information.
  • Prepare various forms of correspondence, including emails, letters, reports, announcements, and memoranda.
  • Process employment verification requests, participate in recruitment and selection functions, and represent the City at community outreach events and career fairs.
  • Maintain employment eligibility lists, generate conditional and final offer letters of employment for selected candidates, and assist in scheduling pre-employment physical examinations and Live Scan fingerprinting.
  • Conduct New Hire Orientations and related onboarding activities for all employees, relay information pertaining to each employee group as required, and prepare and maintain official personnel records for City employees.
  • Manage the Human Resources Information Systems (HRIS) data input and updates information as needed, prepare, process, and route personnel transaction documents, and update and maintain human resources/payroll system database.
  • Perform specialized technical and highly detailed work in the preparation, review, verification, and processing of payroll and benefits information, and perform clerical work related to employee benefits programs, including enrollments, changes, and separations.
  • Assist with annual Open Enrollment activities and recordkeeping, process departmental invoices for approval and payment, and perform data entry of accounts payables and receivables.
  • Provide clerical assistance to the Human Resources Manager, including editing, proofreading, and format and design document drafts, and assist the Human Resources Manager with the administration and handling of workers' compensation and disability claims processing.
Requirements
  • Equivalent to the completion of the twelfth grade supplemented by specialized training in office administration, human resources, or a related field.
  • Two (2) years of increasingly responsible clerical Human Resources experience.
  • Knowledge of principles and practices of Human Resources administration, including recruitment and compensation, business letter and email writing, and basic report preparation.
  • Ability to type accurately and proficiently, independently compose correspondence and other documents, compile and organize information, communicate clearly and effectively, both orally and in writing, and organize and prioritize work.
