Overview
This position involves delivering engineering expertise for the design, enhancement, modernization, and upkeep of process instrumentation and automated control systems for water treatment facilities, pumping stations, and flood management reservoirs.
Key Responsibilities
- Oversees, organizes, and evaluates tasks related to process instrumentation and automated control systems, including Distributed Control Systems (DCS), Supervisory Control and Data Acquisition Systems (SCADA), and Programmable Logic Controllers (PLC).
- Manages Process Control and Instrumentation initiatives; proposes enhancements in control systems hardware and software; collaborates on design efforts with various sections and departments.
- Designs and sustains process instrumentation and automated control systems for water treatment facilities.
- Generates cost projections for projects involving process instrumentation and/or automated control systems.
- Drafts and assesses contract specifications and plans for process instrumentation and automated control systems; evaluates contractor submissions for adherence to standards.
- Investigates contractor claims for additional work; resolves design and construction challenges post-contract award.
- Maintains, troubleshoots, and administers process control systems, including system databases, networks, and security, while performing routine backups.
- Creates, modifies, and sustains documentation for the process control system, encompassing procedural guidelines, required reporting, trend analysis, and historical records.
- Ensures cybersecurity and security management in process control systems, including updates to virus protection and patches across the entire DCS system.
- Monitors and analyzes emerging security alerts and issues through server logs, intrusion detection logs, and network traffic, identifying unusual or suspicious activities and making recommendations for resolution.
- Manages all DCS spare parts associated with the process control systems.
Additional Responsibilities
- Conducts field assessments of construction activities and existing facilities.
- Develops and implements user practices and tools for database extraction, queries, and data manipulation.
- Troubleshoots and resolves software and/or hardware issues.
- Maintains and updates recovery procedures and other measures necessary in the event of a security breach.
- Performs other duties as assigned.
Work Environment
Typical office setting. May involve the use of standard office equipment and computer terminals. May include exposure to various operating mechanical equipment and noise and/or odors. May also entail working in varying weather conditions or confined spaces.
Required Knowledge, Skills, and Abilities
- Strong understanding of the principles and applications of process control instrumentation technology, including analog and digital signals and Proportional Integral and Derivative (PID) control loops.
- Solid knowledge of computerized process control systems, including serial and Ethernet communication applications.
- Proficient in Microsoft software, including Operating Systems, Domain Servers, Excel, Word, and Outlook.
- Familiarity with PCs, both hardware and software.
- Knowledge of programming software, including PLC Ladder logic, OPC data exchange, and Operator Interface Unit (OIU) development.
- Understanding of networking and database management.
- Ability to effectively plan and supervise the work of others while fostering a positive work environment.
- Capability to coordinate process control instrumentation with operational, maintenance, and construction activities.
- Ability to oversee field inspections of process control systems conducted under contract.
- Skill in preparing cost estimates for design and construction projects.
- Ability to verify process control systems against plans and specifications.
- Competence in performing routine maintenance on the process control system.
Minimum Qualifications
Graduation from a four-year accredited college or university majoring in engineering, computer and cybersecurity engineering, computer engineering, computer science, or electronic engineering technology, along with two years of experience in the design or maintenance of computer-based process control or process instrumentation systems.
