Cyberspace Operations Strategy and Policy Consultant

Key Responsibilities:

Engage in comprehensive research, analysis, and coordination of strategies, policies, and doctrines related to training and exercises that support cyberspace operations at various levels, including national, Department of Defense (DoD), Service, and Command. Exhibit technical proficiency in high-level projects, analyses, and assessments. Offer analytical assistance in crafting future strategies, policies, and doctrines that govern training and exercises in cyberspace operations. Contribute to interagency and coalition policy development on cyberspace matters, ensuring that all relevant authorities, concerns, and interests are accurately represented. Stay informed about and report on significant cyber-related policy issues impacting the DoD. Deliver concise and actionable communications to senior officials, both in written and oral formats. Conduct thorough analysis and critical thinking, evaluate programmatic challenges, perform risk assessments, and propose innovative and feasible solutions.

Essential Qualifications:

  • Over 10 years of experience in cyberspace strategic planning and policy analysis.
  • Proficient in identifying misaligned structures or documentation within the policy and guidance framework across all levels, as well as recognizing overlaps, gaps, and seams that may hinder or conflict with the DoD's execution of cyberspace missions.
  • Experience in utilizing logical frameworks and structures to enhance the DoD guidance landscape and clarify connections to interagency and national frameworks and guidance.
  • Familiarity with existing Joint cyberspace policies, capable of assessing complex programmatic issues, conducting risk analyses, and proposing innovative and practical solutions.
  • Experience leading Joint Planning Groups in the Joint Planning Process to develop strategies and plans for the Cyberspace Operations Force.
  • In-depth knowledge of the comprehensive cyberspace mission set, including topics related to underlying network structures, standards, cybersecurity, operational planning, workforce development, training, strategic readiness, capability development, intelligence, legislation, regulation, and governance.
  • Ability to research, analyze, and evaluate existing frameworks for DoD, interagency, national, and international cyberspace-related policies, orders, directives, doctrine, strategy, and guidance.
  • Competence in analyzing existing guidance and directive documentation to identify overlaps, gaps, and seams between policies issued by independent authorities, providing recommendations for revisions or updates.
  • Active TS/SCI clearance; willingness to undergo a polygraph examination.
  • Bachelor's degree required.

Additional Qualifications:

  • At least 5 years of experience in strategic or operational planning and programming.
  • Strong attention to detail.
  • Ability to create reports and briefings on policy, strategy, and doctrine activities.
  • Excellent organizational, analytical, and problem-solving skills.
  • Outstanding verbal and written communication abilities.
  • Bachelor's degree in Policy, Strategy, Military History, Government, Cybersecurity, Cyberspace Operations, or a related field.
  • Graduate of Professional Military Education in JPME 2, SAMS, SAWS, SAAS, or JAWS.

Clearance Requirements:

Selected applicants will undergo a security investigation and may need to meet eligibility criteria for access to classified information; TS/SCI clearance is mandatory.

Compensation Overview:

The projected compensation range for this position is between $67,700.00 and $154,000.00 annually, reflecting various factors including location, education, skills, and experience.
