The City of Rockville is seeking a highly skilled Principal Civil Engineer to join our Capital Projects Team. As a key member of our team, you will be responsible for performing complex engineering services, managing public works programs, and directing the work of other personnel. This is a unique opportunity to work on a wide range of projects, including water distribution and treatment, and to make a meaningful impact on the City's infrastructure.
Key Responsibilities- Supervise and coordinate the preparation and review of construction plans, specifications, and contract documents.
- Perform reviews of complex engineering plans, reports, and computations for compliance with engineering principles and applicable codes and regulations.
- Assist in reviewing laws, regulations, requirements, and standards to identify and assess changes and recommend updates to the City Code.
- Review the impact of development projects on City water and wastewater infrastructure and recommend improvements to ensure system integrity.
- Conduct studies, recommend policies, regulations, and procedures, and analyze fees and rates to achieve division goals.
- Interpret designs, advise on intent issues, refine or revise designs, and resolve design/construction conflicts during the construction phase.
- Prepare and review complex construction plans, studies, plats, easements, specifications, and estimates for projects ranging from new construction to repair/modification of existing infrastructure.
- Schedule and review the work of lower-level engineers to ensure design quality and compliance with City standards, specifications, and good engineering practice.
- Coordinate projects and obtain permits from appropriate City departments, outside agencies, and private utility companies.
- Review standards, specifications, ordinance requirements, and regulations within the City to recommend modifications and advise on their probable impact.
- Assist and provide advice to inspection personnel to resolve field problems and respond to contract administration inquiries.
- Answer public inquiries regarding projects and other engineering matters and attend citizen and community meetings as a City representative.
- Evaluate proposed development and establish water, wastewater, and SWM requirements through the Water and Sewer Authorization and the Stormwater Concept approval process to ensure compliance with City, State, and federal codes.
- Draft proposed legislation for the City Code to stay current with modern standards and practices and local, state, and federal regulations.
- Receive and resolve inquiries regarding complex complaints from interested parties involving issues that are the purview of the department's codes.
- Assist the division chief in preparing the operating and CIP budgets and other administrative and personnel duties.
- Manage individual engineering projects and provide estimates for CIP planning, budgeting, and design purposes.
- Supervise engineers and consulting engineers in project execution for the Engineering Division.
- May be required to attend meetings after hours and respond to emergencies.
- Bachelor's degree in civil engineering or environmental engineering from an accredited university or college.
- Seven (7) years of progressively responsible experience in civil engineering or any combination of substantially equivalent education and experience.
- Licensed Professional Engineer and registered with the State of Maryland within one year of employment.
- Possession of certification from the Project Management Institute as a Project Management Professional (PMP) is desirable.
- Valid state driver's license.
