Position Summary:
The Infrastructure Systems Specialist plays a crucial role in the strategic implementation of the Positive Train Control (PTC) System within the State of Alaska. This position is tasked with upholding the design and operational integrity of all systems, while also managing intricate project requirements to guarantee timely deployment that is both dependable and maintainable with minimal disruptions.

Key Responsibilities:

1. Provides leadership, technical guidance, quality assurance, and coordination of tasks performed by state employees and various contractors involved in the PTC design and execution.

2. Ensures the submission of proper operational and maintenance documentation, distributing this information to relevant personnel or contractors as needed.

3. Develops and maintains comprehensive technical documentation to facilitate effective planning and execution of the PTC rollout.

4. Coordinates system development activities, including design, integration, and formal testing of all PTC-related components.

5. Manages project plans for various elements of the complex PTC system.

6. Oversees and documents system configurations to ensure accuracy and reliability.

7. Maintains the PTC laboratory environment, ensuring it is updated with new hardware and software from various vendors and contractors.

8. Collaborates with the Supply Management Department to ensure timely delivery of all necessary materials and services as per contractual obligations, and reviews invoices for payment approval.

9. May participate in Incident Command exercises and related activities as required.

Qualifications:

Education:
A Bachelor’s degree in Computer Science, Electrical Engineering, Information Services, Telecommunications, or a related discipline is required. Professional experience in systems engineering may substitute for the degree on a year-for-year basis.

Experience:
A minimum of five years of professional systems engineering experience, particularly in signal, telecommunications, and information technology projects, is essential. Experience in value engineering, life cycle costing, project scheduling, and contract oversight is also required.

Skills:
1. Strong analytical skills to ensure materials and services are delivered as specified, with costs monitored and reported in compliance with financial procedures.

2. Ability to manage and direct all phases of assigned projects, focusing on performance and cost improvements.

3. Excellent communication skills to liaise with employees at all levels and coordinate project phases effectively.

4. Capability to work independently and collaboratively in team settings, maintaining a client-oriented and safety-conscious approach.

Work Environment:
Work is conducted in both a corporate office and laboratory setting, balancing time between the two environments.
