Position Summary

Under the direct supervision of the Family Advocate II and the indirect supervision of the Site Manager, the Community Support Specialist will deliver direct services to participants in the Shingle Springs Tribal TANF Program (SSTTP). This includes eligibility assessments, ongoing case management, and assisting participants in accessing a variety of services in accordance with Federal and State regulations, fostering employment and self-sufficiency. The Specialist employs the principles and practices of professional social work to provide culturally relevant social diagnosis, treatment, research, consultation, and preventive social service programs for individuals and families.

Key Responsibilities

  1. Utilizes social casework, therapeutic techniques, community organization, and welfare services to assist eligible participants.
  2. Engages in research pertinent to professional training and expertise.
  3. Creates and maintains an active information program to inform the community about social needs and available resources.
  4. Demonstrates proficiency in Federal Tribal TANF program regulations and the SSTTP Policies and Procedures.
  5. Conducts initial participant intake interviews and annual recertifications, updating case information as necessary.
  6. Determines family eligibility by gathering required verification related to income, resources, and expenses.
  7. Facilitates orientation sessions for new participants.
  8. Calculates and processes monthly grants and supportive services for participants.
  9. Develops and updates individual participants' Wellness Plans to assess employability, considering work history, skills, education, and barriers.
  10. Creates and updates Compliance Plans to prevent sanctions and service denials.
  11. Completes Fraud Reports when necessary and submits them to the Site Manager.
  12. Participates in case staffing related to Employment, Education, Wellness, and Compliance Plans.
  13. Maintains documentation of services and program activities, entering data into the case management system.
  14. Cross-trains with other positions within the Tribal TANF team.
  15. Communicates regularly with participants through various means.
  16. Conducts ongoing assessments and provides referrals and support to participants.
  17. Facilitates workshops or classes for participants and the general public.
  18. Provides information about the SSTTP to participants and community organizations.
  19. Conducts home visits to assess participant needs.
  20. Offers support to other TANF departments as required.
  21. May adjust schedule to accommodate TANF events.
  22. Performs additional duties as assigned.

Minimum Qualifications

  1. AA Degree in Social Services or two years of relevant case management experience.
  2. Four years of case management experience in a Tribal TANF Program may substitute for educational requirements.
  3. Proficiency in Microsoft Word, Excel, and Outlook.
  4. Ability to work evenings and weekends as needed.
  5. Capability to work independently with minimal supervision.
  6. Strong organizational skills and ability to meet deadlines.
  7. Experience working with Native American families and understanding their social and cultural needs.
  8. Ability to interpret and apply program policies and procedures.
  9. Effective verbal and written communication skills.
  10. Ability to maintain confidentiality and professionalism.
  11. Possession of a valid California Driver's License may be required.

Drug Screening

All potential employees must successfully complete a drug screening prior to hiring. The Tribe adheres to a zero-tolerance drug and alcohol policy.

Background Check

Candidates will undergo criminal and character background checks and fingerprinting prior to employment consideration.

Native Preference

Preference in hiring is given to qualified Native American candidates who meet the minimum qualifications.
