Job Title: Procurement & Expenditures Manager

We are seeking a highly skilled Procurement & Expenditures Manager to join our team at the Department of Revenue. As a key member of our Business & Financial Services division, you will be responsible for overseeing all aspects of procurement and expenditure processes, ensuring compliance with state and federal laws, regulations, and policies.

Key Responsibilities:
  • Develop and implement procurement policies, procedures, and guidelines
  • Establish strategic organizational approaches and accountability for acquisition of goods and services
  • Coordinate efficiencies in procurement and expenditure processes
  • Provide technical consultation on procurement and expenditure functions
  • Manage and coordinate development and interpretation of applicable laws, regulations, policies, and procedures
  • Oversee implementation, training, and performance of procurement and expenditure staff
Requirements:
  • At least 4 years of experience in accounting, internal controls, and accounting systems
  • Working knowledge of management principles, communication methods, and techniques
  • At least 4 years of supervisory experience
  • Experience providing internal and external consulting services to executive management
  • Demonstrated ability to solve complex procurement and payable problems
Preferred Qualifications:
  • Bachelor's degree in accounting, public administration, finance, or related field
  • Comprehensive knowledge of State Accounting System (AFRS), DOR's Client Work Manager (CWM), and DOR's Travel Voucher System (TVS)
