We are currently looking for a Budget Financial Manager (BFM) to provide essential support for a significant naval acquisition program. This role is hybrid, requiring on-site presence a few days a week.

Key Responsibilities:
  • Deliver comprehensive Business & Financial Management assistance to a naval acquisition program office.
  • Conduct analysis of Program Management Reports and provide Executive Summaries across various contracts.
  • Demonstrate understanding of the Planning, Programming, Budgeting, and Execution (PPBE) process, including the integration of relevant documentation into annual budget planning.
  • Oversee the creation and management of annual financial execution and phasing plans, ensuring strategies are in place to meet or exceed monthly obligation and expenditure benchmarks.
  • Track program execution by appropriation, maintaining detailed analyses and tracking databases, and generating necessary reports and documentation.
  • Evaluate reports on contract financial status and maintain accurate funding totals while tracking contractual actions and priorities.
  • Engage in the review of procurement packages and related acquisition documentation.
  • Participate in meetings focused on financial and contract management, projected contract awards, and program status reviews.
  • Assist in drafting congressional budget justification language for all appropriations during the annual budget process.
  • Maintain expertise in budget-related systems and databases, ensuring effective budgetary control and issue resolution.
  • Work on-site at the client location a few times a week and travel as needed.
Qualifications:
  • Active Government Security Clearance at the SECRET level is required.
  • Bachelor's degree with 5+ years of relevant experience, or a high school diploma with 7 years of related experience.
  • Exceptional written communication skills and proficiency in Microsoft Office 365, particularly Excel.
  • Professional knowledge of Defense procurement and administrative processes.
  • Strong interpersonal communication and collaboration skills.
  • Excellent organizational and time management abilities.
  • Capability to travel domestically and internationally as required.
Additional Preferred Qualifications:
  • Experience with RDOC and PDOCS development.
  • Familiarity with Navy ERP Reporting and PR Data Entry.
  • Knowledge of DoD Contracts and Federal Acquisition Regulations.
