Job Description:
- Manage, maintain, and analyze Integrated Master Schedule (IMS) and Earned Value Management System (EVMS) for Norfolk Ship Repair.
- Solicits / Facilitates participation and input, and integrates schedules across multiple project stakeholders, including BAE operations and procurement teams, Customer representatives, and Subcontractors.
- Incorporate scope changes and other changes to project schedules, analyze and report impacts.
- Maintain and provide historical data for Schedules, Milestones, Metrics, Charts, and identified issues.
- Set and apply best scheduling practices and EVMS analysis methods.
- Maintain integration processes between scheduling systems and cost-accounting systems.
- Support the development and implementation of Application Programming Interface (APIs) to streamline schedule creation and maintenance processes.
- Help solve complex techno-functional problems by providing leadership support and developing project plans.
- Advise Project Management Team with long-term enterprise strategy for projects based on contractual and staffing risks.
- Support bid and proposal processes and contractual negotiations to advise Senior Management and Directors of Programs based on enterprise-level EVMS analysis.
- Review specifications and contract documents; understand the project work, and the scheduling and reporting requirements of the contract.
- Analyze enterprise risks in schedules and budgets using EVMS metrics
- Produce and review project-level labor projections, graphs, and reports for both internal and external stakeholders.
- Assist and train schedulers in preparing, developing, and maintaining resource-loaded project/production schedules, utilizing scheduling software and in PERT and LEAN planning processes
- Lead Customer invoicing meetings, schedule review and impact meetings
- Support compliance with Navy Standard Items, contractual requirements, and internal procedures.
- Bachelor’s Degree and 6 years of experience or equivalent experience
- Experience in Program Management, Master Scheduling, Production Scheduling, Program Scheduling, Project Controls, or similar roles
- Experience in Techno-Functional, Systems Implementation, Systems Administrator, or similar roles
- Experience working with Engineering/Construction/Technical data, documents, blueprints, drawings
- Experience scheduling, planning, integrating, controlling multi-million dollar programs/projects
- Experience in Microsoft Office (Excel, Access, PowerPoint, Word, and Outlook)
- Ability to support program management, integration, and controls strategies
- Ability to identify opportunities and risks to program planning and management
- Ability to work cross-functionally with technical and functional departments
- Ability to facilitate group decision-making and conflict resolution
- Ability to work and communicate with a diverse group
- Excellent interpersonal and communication skills
- Graduate Degree
- Professional Certifications
- Experience in Defense (DoD), Government Contracting, Maritime, or Navy
- Experience in DCMA/DCAA Compliance
- Experience in Data Visualization (Power BI, Tableau)
- Experience structuring Deltek OpenPlan, Cobra, MS Project, Primavera, or similar ERP/Scheduling system database
Pay Information
Full-Time Salary Range: $71600 - $121700
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
