4LEAF, Inc. (4LEAF) is recruiting Principal Planners to oversee consulting contract work in Riverside County, CA. This position requires the knowledge of, and participation in, highly complex professional planning activities. Planners at this level are expected to exercise complete independence and judgment, receive general supervision, and report to an organization's senior management. The Principal Planner may supervise department staff consistent with the needs of an organization.

Functions
- Perform and manage complex and sensitive professional planning projects, research, and analysis
- Monitor and ensure compliance with local, state, and federal laws
- Oversee specialized planning functions such as large-scale new development proposals and environmental studies (including CEQA)
- Provide overall management of division-related planning issues
- Advise the Planning Director on all planning-related matters
- Advise various councils, boards, commissions, and elected officials in planning-related issues
- Serve as a liaison and perform all necessary functions in support of Planning Commission
- Prepare assessment reports on organizational operations and activities, recommending improvements and modifications
- Attend evening and weekend meetings as needed
Knowledge
- Thorough knowledge of urban planning, development, and local government policies and procedures
- Thorough knowledge of specialization such as housing, zoning, historic preservation, CEQA, and economic development
- Research methods and statistical principles related to urban growth and development
- Methods and techniques of effective technical report preparation and presentation
- Pertinent federal, state, and local laws, codes, and regulations (including ongoing amendments/changes)
- Modern planning practices
- Local government procedures and practices
- Public outreach and citizen involvement techniques and processes
- Computer hardware and software programs (which may include Microsoft Office, Internet applications, econometric or transportation modeling, database management, or GIS)
Skills
- Ability to maintain a healthy working relationship with developers, applicants, and the public
- Must have excellent customer service skills including good listening and negotiating
- Must be innovative, detail-oriented, and experienced in highly visible/controversial projects
- Capable of managing multiple high-priority assignments
- Strong interpersonal skills to develop good working relationships at various levels and to resolve complaints
- Strong analytical skills to interpret research data for reports and apply math techniques in practical situations
- Reading comprehension to understand technical and legal materials
- Ability to work on several projects or issues simultaneously
- Ability to provide effective supervision and staff management
- Ability to manage projects effectively and meet firm deadlines
Minimum Qualifications
A master's degree in planning or a closely related field and at least five (5) years of progressive experience in the public or private sectors. Two (2+) or more years of supervisory experience and AICP certification preferred.

$65-85 Per hour (BOE)
Schedule:
- 8 hour shift
- Monday to Friday
- Weekends as needed
License/Certification:
- California Driver's License (Preferred)
