Job Description BAE Systems is seeking a Subcontracts Director to support the Electronic Attack Solutions product line (EAS) within the Countermeasure & Electromagnetic Attack Solutions (CEMA) business area. In this role, the Subcontracts Director will:
  • Lead a staff of Subcontracts professionals ensuring that the product line’s subcontracts requirements are effectively and efficiently met, along with developing robust supply chain strategies and solutions.
  • Manage a skilled team of subcontract administrators and subcontract project managers with various experience levels in subcontract management/administration, negotiations and proposal preparation in support of both development and production contracts.
  • Facilitates the development and validation of subcontract specifications, work statements, Subcontract Management Plans and Terms and Conditions for the procurement of specialized materials, equipment, supplies and services of a highly specialized nature and leads activities of subcontract administration teams required for the sourcing of complex, hardware, software, and services.
  • Works with the subcontracts team to review proposals, develop evaluation criteria, negotiate subcontract provisions, and select or recommend subcontractors.
  • Develops and maintains professional and dependable relationships with both internal and external customers and suppliers.
  • Responsible for procurement compliance, Cost/Price Analysis, reviewing and approving complex basis of estimates for Prime Contract proposals and the review/signing of Proprietary Information Agreements.
  • Drives all of Supply Chain’s subcontracts initiatives with the product line’s supply base.
  • Assists in planning, developing, and executing corporate training and organizational development plan for Subcontracts personnel.

The prospective Subcontracts Director must possess and be able to demonstrate:
  • Ability to motivate and manage personnel.
  • Understanding of the role of subcontractors in complex industries.
  • Ability to resolve contractual conflicts with subcontractors through negotiations and contractual vehicles.
  • Understanding/knowledge of CPSR audits and requirements.
  • Comprehensive understanding of subcontractor solicitations and bid analysis/process.
  • Identify/assess Risks & Opportunities throughout the duration of the program.
  • Ability to work with Programs to institute risk mitigation plans.
  • Excellent verbal and written communication skills.
  • Excellent time management/organization skills.
  • Ability to develop and implement organizational changes as required to meet an ever-dynamic changing environment.
  • Ability to work closely with Contracts, Finance, Project Managers, Product Line and Business Area leaders and various Compliance Teams (proposal compliance and procurement compliance).
Required Education, Experience, & Skills
  • A Bachelor’s degree in a related field of study and 12 years or more Supply Chain management experience, preferably in the Aerospace & Defense Industry.
  • Strong demonstrated negotiation skills and strategies.
  • Experience with high dollar/complex proposals.
  • Experience developing long-term strategies and tactical plans to achieve objectives.
  • Successful, proven record of leading and managing diverse teams.
  • Experience leading Subcontracts or Procurement teams with demonstrated ability to mentor and develop high performance work teams.
  • Strong interpersonal skills with a focus on relationship building, leading through influence, and the ability to effectively communicate (verbally and in writing) at all levels.
  • Ability to develop plans specifying goals, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources.
  • Ability to communicate with senior management regarding Supply Chain status.
  • Experience communicating externally either with customers or suppliers.
  • Technical and business acumen.
  • U.S. Citizenship is required.
  • Proficient with Microsoft Office Suite (Microsoft Excel, Word, PowerPoint, and Outlook).
  • Developing internal/external/cross-cultural partner relationships.
  • Hybrid role – must be able to be on-site in accordance with hybrid policy and must be willing to deviate from hybrid schedule to support critical business needs.
  • Secret clearance (eligible).
  • Ability to travel up to 25%.
Preferred Education, Experience, & Skills
  • Master’s degree and a combination of 12 years of Supply Chain, Operations, Program Management experience.
  • Demonstrated expertise in Aerospace & Defense industry and government contracting.
  • Experience leading cross-functional Integrated Product Teams (IPTs).
  • Program Management Institute’s (PMI) Program Management Professional (PMP) certification.
  • Demonstrated Risk Management experience.
  • Experience with information systems such as Oracle.
  • Knowledge of acquisition policies and procedures with associated knowledge of Federal. Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR).
  • Experience managing the development and compliance of requirements (SOWs, specifications, contractual terms, etc.)
  • Strong organizational skills to handle many overlapping projects simultaneously.
  • Demonstrated experience successfully engaging supplier executives.


Pay Information
Full-Time Salary Range: $128100 - $217800

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
