SENIOR TRANSPORTATION PLANNER

JOB SUMMARY:
The Senior Transportation Planner provides professional and technical expertise in the field of transportation and public transit planning by engaging community stakeholders, elected officials, technical professionals, and the public in transit and transportation projects. This work is multifaceted in areas of managing high profile projects, developing plans and projects as found in Park City Forward, leading long-range strategic planning initiatives, facilitate policy recommendations, advance community and stakeholder representation, and specific transit planning and corridor projects. This position exercises independent judgment, supervisory responsibilities, exhibits quality decision-making, possesses exceptional project management, interdepartmental collaboration, and represents the transportation and transit planning department with elected officials and executive staff.
TYPICAL DUTIES:
- Manage multiple short-term and long-term transit and transportation projects and initiatives with minimal manager oversight, including but not limited to: leading scoping, budgeting, consultant selection and oversight, public outreach, and presentations before the public and elected officials.
- Develops, implements, and oversees programs and projects that increase the use of alternative transportation methods. Assists in communicating objectives to stakeholders, leads policy changes, strategic and implementation plans and programs that minimize traffic volumes, increase transit ridership and reducing parking demand in and around Park City.
- Articulates the Citys transit and transportation planning challenges, objectives, strategies, and priorities and their relationship to traffic and projects with local and regional partners, visitors, employees and stakeholders.
- Prepares reports, recommendations, and presentations on transportation planning initiatives and projects, intended outcomes, and successes. Develop City Council communications and reports on related work activities.
- Serve as City transportation liaison to agency partners including but not limited to; High Valley Transit, Utah Department of Transportation, Summit County, Mountainland Association of Governments, Park City Chamber, etc. Lead and manage multi-disciplinary project teams to develop complex transportation projects and strategies.
- Participates and contributes to creating sustainable, accessible, and efficient transit solutions that will enhance mobility for people across the community. This may include leading residents and stakeholder with innovative transit projects, assisting with implementing temporary treatments, and coordinating designing or installation of lasting improvements. Collaboration on these projects will include leading communication with internal and external stakeholders. Provides oral and written communication of results.
- Facilitate constructive dialogue, public outreach and education in the community related to complex policy, projects, and planning issues. Leads transportation coordinators, community stakeholders and volunteers in programs that promote transportation projects and community transportation initiatives.
- Supports data collection, analysis, and reports with transportation and transit system performance, including but not limited to traffic counts, Level of Service, transit ridership, transit operations, mode split, and bicycle and pedestrian facility usage.
- Develop and support development of grant proposals for transportation funding.
MINIMUM QUALIFICATIONS:
- Bachelors degree from an accredited college or university with major course work in geography, urban/regional planning, transit planning, transportation planning, traffic engineering, environmental planning, or a closely related field.
- Must have knowledge of: current transit and transportation practices and projects, including technical aspects, planning, budgeting, and scheduling; Regulations as related to transportation planning specific job tasks; transit planning methodologies; Federal, state and local government policies; Engineering principles and practices; Technical writing methods; and Public speaking.
- Purchasing and project management experience to include working with vendors, bidding processes, and managing budgets.
- Knowledge of basic traffic engineering principles associated with Level of Service, MUTCD, NACTO, volume/capacity, etc.
- 4+ years of transportation and/or transit planning experience.
PREFERRED QUALIFICATIONS:
- Masters degree in a closely related field.
- 6+ years of experience.
- Experience presenting to public elected or appointed councils, boards and commissions.
- Adobe Creative Suite, Arc GIS or other relevant transportation software skills.
WORKING CONDITIONS:
- Work is performed primarily in an office setting.
- Occasional non-traditional working hours which may include evening and weekend meetings.
- Occasional non-traditional working hours which may include, rotating, on-call, evenings, weekends, and holidays.
- Would need to be able to lift 25lbs such as an ebike, temporary roadway devices, outdoor pop-up tent or other public involvement meeting materials and items.
