The Air Force Civilian Service (AFCS) is looking for an Attorney Advisor (GG-0905-13) to work in support of the 67th Cyberspace Wing, Joint Base San Antonio - Lackland, TX.
The primary purpose of this position is to support the Staff Judge Advocate (SJA) as a senior attorney, providing legal advice and counsel on the most complex and often precedential cases involving intellectual property law, cyberspace operations law, contract law, international law, and administrative law to the 67th Cyberspace Wing (67 CW), 688th Cyberspace Wing (688 CW), and subordinate units located worldwide.

REQUIREMENTS FOR THIS POSITION
• U.S. Citizenship
• Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a US state, territory, or commonwealth.
• Position is designated special sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
• Employee may be required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
• This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
• Employee may be required to work overtime. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
DUTIES AND RESPONSIBILITES
• Plans, organizes, and directs the activities of the Cyber Intellectual Property Law Division of 67 CW/JA, ensuring that the division complies with legal and regulatory requirements and meets customer needs.
• Establishes policies and procedures for accomplishment of division goals including acting as the primary liaison to the 688 CW and overseeing all legal aspects of the 688 CW Technology Transfer and Cooperative Research and Development program.
• Advises the 67 CW Commander, 688 CW Commander, Vice Commanders, and multiple staffs on a host of intellectual property and technology transfer legal matters.
• Provides and coordinates a full range of intellectual property legal services, including advice on intellectual property matters, advice on contract and technology transfer matters, such as rights in inventions, technical data and computer software, cooperative research and development agreements, and intellectual property training to other legal professionals and to customers.
• Advises on areas of contract law including pre- and post-award contract advice, as well as advice on contractor and government procurement claims and termination actions, bid protests, bankruptcy actions, intellectual property claims, contract ratification actions, procurement fraud, non-appropriated fund instrumentalities, contractor employee issues, strategic sourcing, fiscal law, utility and housing privatization, and small
business matters.
• Provides wide-ranging legal advice and guidance to the 67 CW Commander, 688 CW Commander, Vice Commanders, and multiple staffs in the areas of contract law, fiscal law, and ethics to ensure compliance with statutes and regulations controlling the administration of both wings and the ethical climate therein.
KNOWLEDGE, SKILLS, AND ABILITIES (KSA's)
• Knowledge of federal laws and regulations related to intellectual property rights, technology transfer, government contracts, cyber law, and fiscal law; and applicable law pertaining to the specialized areas of legal practice, as determined by the SJA, in order to provide legal advice and counsel to command and management and represent AF interests.
• Knowledge of federal laws and regulations, with emphasis on DoD and Intelligence Community directives, instructions, and regulations, and court decisions governing interception and monitoring of communications, trap and trace, and access to stored communications, as well as the appropriate dissemination of information collected by such means, as applied to providers of electronic communication services and remote computing services.
• Knowledge of international law regulating armed conflict and US law, directives, instructions, regulations, and doctrine governing the planning and execution of military operations at or below the level of intensity characterized in armed conflict.
• Familiarity with the Federal Acquisition Regulations and applicable supplements, federal appropriation laws and implementing regulations, and federal ethics law, with emphasis on the Standards of Ethical Conduct for Employees of the Executive Branch and the DoD Joint Ethics Regulation; and with cyberspace technology.
