This position provides direct support to senior level management supporting an important mission to our Nation's National Security.As a Senior Systems Engineer you will applies systems engineering principles to the development of capability to support the technical and policy aspects of PKI Management. The Systems Engineer analyzes user’s requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications.Responsibilities include, but are not limited to:Comparing requirements of multiple PKIs to determine interoperability risksWriting PKI Certification Practice Statements and analyzing those documents for compliance with PKI X.509 Certificate Policy requirementsPerforming PKI compliance audits and security assessments of PKI components (e.g., CAs, hardware cryptographic modules, smartcards, tokens, applets, card management systems, trusted roles)Analyzes system requirements and leads design and development activitiesGuides users in formulating requirements, advises alternative approaches, and conducts feasibility studiesProvides technical leadership for the integration of requirements, design, and technologyIncorporates new plans, designs and systems into ongoing operationsDevelops technical documentationDevelops system Architecture and system design documentationGuides system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plansInteracts with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflictsUltimate responsibility for the technical integrity of work performed and deliverables associated with the Systems Engineering area of responsibilityCommunicates with other program personnel, government overseers, and senior executivesBasic Qualifications:Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required. or In lieu of a degree 5 years of additional SE experience.14 years of experience as a SE, in programs and contracts of similar scope, type complexity is required.Understanding of X.509, and general certificate management processesExperience working on PKI systems, e.g. Writing and interpreting PKI X.509 Certificate Policy requirementsDesired Qualifications:Experience reviewing and developing security assessments and requirements/guidance for security relevant functions in the creation, management, operations, and certification/approval of hardware cryptographic modules (e.g., National Security Systems (NSS) PKI token, smartcards, tokens, hardware security modules).Experience performing security, vulnerability, and functional assessments and testing of PKI, information assurance, and key management components and capabilities (e.g., CAs, hardware cryptographic modules, smartcards, tokens, applets, card management systems). Experience performing technical and security reviews of documents and PKI components and create/prepare white papers or position papers documenting challenges and proposed solutions.Security Clearance Requirements:Currently active TS/SCI with polygraphPhysical Requirements:Must be able to remain in a stationary position 50%.Constantly operates a computer and other office productivity machinery.The person in this position frequently communicates with co-workers, management and customers, which may involve delivering presentations.Repetitive Motions.For all positions requiring access to technology/software source code that is subject to export control laws, employment with the company is contingent on either verifying U.S.-person status or obtaining any necessary license. The applicant will be required to answer certain questions for export control purposes, and that information will be reviewed by compliance personnel to ensure compliance with federal law.
