General Description and Classification Standards
This position is responsible for planning, managing, and coordinating programs and projects related to watershed protection, green infrastructure, floodplain management, water efficiency, and sustainability. This may include the management of internal work groups, contractors, and/or staff and interns.
Supervision Received
Direction received may be general, focused on end results, and typically collaborative in nature. The Watershed Manager I will make decisions on technical issues in collaboration with colleagues, supervisors, or staff.
Essential Duties and Responsibilities
These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.
Project and Program Management:
Responsible for developing and managing environmental programs and Green Infrastructure projects that may include construction. Assess cost effectiveness, technical feasibility, and means of achieving goals. Work with the appropriate Offices and form teams to achieve implementation. Administer grants. Develop scope of work, schedule, budget, and cost estimates. Follow DWM standards and policies to manage contractors, procurement, legislation, invoicing, and other project management activities. Follow DWM standards and policies for management of staff and/or interns.
Planning and Technical Assistance:
Assist Department leadership in defining goals, performance metrics, and plans for watershed protection, green infrastructure, floodplain management, and sustainability. Monitor and evaluate program effectiveness, document performance trends, and recommend and implement modifications to improve program effectiveness. Provide technical assistance on relevant projects and programs to ensure compliance with federal, state, regional, and local regulations; and to meet City policies aimed at making Atlanta a top-tier sustainable city.
Communication and Coordination:
Coordinate with internal and external organizations to develop and implement education and outreach. Represent DWM’s programs to the City and public; maintain liaison with work groups, programs, offices and departments to achieve watershed protection, green infrastructure, and sustainability objectives. Interface with external organizations to ensure cooperative efforts are enhanced and available resources are utilized. These requirements necessitate the ability to travel and meet regularly outside of business hours.
Decision Making
Establishes work methods, timetables, performance standards, etc. Selects from multiple procedures and methods to accomplish tasks.
Leadership Provided
May have managerial authority over a group of professional employees and/or team leadership responsibilities over a group of professional/technical employees who report to other supervisors.
Knowledge Skills and Abilities:

Excellent communication skills. Demonstrable proficiency with Microsoft Office Word, Excel, PowerPoint; knowledge and understanding of terminology related to environmental compliance, stormwater management, and green infrastructure practices; exposure to GIS applications; general knowledge of the principles and practices of urban planning.
Excellent interpersonal and leadership skills. Ability to interact effectively with various personality styles and with upper departmental management or elected officials; ability to interpret laws, regulations, and guidelines; ability to utilize Microsoft suites and project management programs; ability to establish and maintain effective working relationships with professional colleagues, employees, and representatives of other public agencies.
