The primary purpose of this position is to serve as the Information System Security Manager (ISSM) and primary Cybersecurity technical advisor for the WR-ALC/EN Office, Project/Program Managers, System Administrators, Information System Security Officers, and to the Authorizing Official's Office on Platform Information Technology (PIT) and enclaves that reside within the Maintenance Groups at the WR-ALC.

The position will plan, organize and/or direct cyber, IT or Information/Knowledge Management (IM) activities which comply with legal, regulatory, and AF/DoD-directed requirements and meet mission and customer needs; ensuring compliance with the Federal Information Security Modernization Act (FISMA) and Clinger-Cohen Act (CCA) across the Complex.

1. Oversees the security posture for one or more system(s) throughout the entire lifecycle; provides continuous monitoring through scheduled audits, controls testing, and audit reviews, and escalates issues as needed. Oversees the implementation of information technology (IT) security controls and security authorization documents; and ensures the system is compliant with mandated security policies and requirements.

2. Oversees and maintains regulatory requirements and participates on the Change Control Board (CCB) by reviewing changes for security implications and security applications.Oversees the Cybersecurity program of an information system in or outside the network.


RECRUITMENT KNOWLEDGE SKILLS AND ABILITIES:

1. Knowledge of risk management processes (e.g., methods for assessing and mitigating risk).

2. Knowledge of cyber threats and vulnerabilities.

3. Knowledge of cybersecurity and privacy principles used to manage risks related to the use, processing, storage, and transmission of information or data.

4. Knowledge of incident response and handling methodologies.

5. Knowledge of Risk Management Framework (RMF) requirements.

6. Knowledge of system life cycle management principles, including software security and usability.

7. Skill in creating policies that reflect system security objectives.

8. Skill in assessing security controls based on Cybersecurity principles and tenets. (e.g., CIS CSC, NIST SP 800-53, Cybersecurity Framework, etc.).

9. Ability to integrate information security requirements into the acquisition process; using applicable baseline security controls as one of the sources for security requirements; ensuring a robust software quality control process; and establishing multiple sources (e.g., delivery routes, for critical system elements).

10. Ability to identify critical infrastructure systems with information communication technology that were designed without system security considerations.


ADDITIONAL POSITION REQUIREMENTS:

1. A Bachelor of Science (BS) or Master of Science (MS) degree in Information Technology, Cybersecurity, Information Systems, Computer Science or related fields from an ABET accredited institution.

2. This position has a positive education requirement. You are required to submit your education transcripts along with your resume.

3. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

4. This position may require work to be performed during hours outside the normal duty schedule.

5. Incumbent must obtain and maintain an appropriate security clearance.

6. DoD Cyberspace Workforce Framework (DCWF) Qualification is a condition of employment. According to DoDM 8140.03, Chap 4, Para 4.4.1, personnel may be subject to administrative action if they do not obtain or maintain foundational requirements within nine months of assignment to a DCWF coded role.
