Duties * Serves as the Center Information System Security Manager. * Plans, tests, and configures network systems and solutions; administers the local area network (LAN) and wide area network (WAN), including classified and SCI systems for the organization. * Plans, organizes, and oversees activities of JNWC operational communications, providing mission assurance for PNT mission support systems. * Represents the JNWC J6 with a variety of operational functions and exercises, and provides IT planning and management functions for the JNWC. EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower broadband NH-02 (next lower grade GS-11) or equivalent in other pay systems. Examples of specialized experience includes: Utilizing IT security principles, methods, and products to protect/maintain the availability, integrity, and confidentiality of information system resources and information processed throughout the system's lifecycle; troubleshooting hardware, software and LAN/WAN issues; evaluating the requirements for additional IT and communication resources while balancing organizational needs with mission requirements; establishing/revising procedures, policies, and organization design to eliminate mission barriers and implement quality improvements; and responding to customer requests for assistance and ensuring trouble reports are handled expeditiously. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * Knowledge of a full range of IT security principles, concepts, practices, products and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures. Knowledge of concepts and techniques required to assist in the planning, operation, and maintenance of a LAN/WAN, including the installation, troubleshooting, and implementation of components and enhancements. * Knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews. * Knowledge of cybersecurity principles, operational impacts of cybersecurity lapses and organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation). Knowledge of risk management processes (e.g., methods for assessing and mitigating risk). * Knowledge of the Department of Defense, JCS, and the Services vision and strategic planning documents relating to Command, Control, Communications, and Computer (C4) in order to work within broad areas of directions for planning, designing, and carrying out major studies/projects. * Skilled in applying of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications. * Ability to develop and conduct training on information security and to communicate factual and procedural information clearly, both orally and in writing. Communicate in both oral and written mediums, including persuasion, coordination; and negotiation, with various internal and external groups of people, to include vendors, contractors, tenants, support organizations, managers, and supervisors. This experience includes skill in conducting briefings and in producing written materials that convey complex information in a clear, accurate, and concise manner. * Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and provide a comprehensive current operational readiness assessment to the commander. Apply observations to customer support principals, methods, and procedures for documenting problem resolutions and providing guidance and training to customers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
