The Department of Human Services (DHS) seeks one contractor who will provide Summer EBT (SEBT) business infrastructure development and contribute to overall agency business systems by providing subject matter expertise, designing business systems, developing technical requirements, and carrying out robust system testing, as well as directing and documenting system architecture decisions in order to ensure alignment with Federal standards.

This is a highly skilled and highly experienced position. The incumbent shall be familiar with both economic security data as well as educational data requirements for data reporting. The Contractor will assist and direct data interfaces across DHS business systems, products, and databases. The incumbent is expected to implement methodologies for advanced data matching, data quality, and sustainable data management. Additionally, the Contractor shall configure business systems architecture, databases, and APIs to automate layered reports and develop sophisticated dashboards.

Finally, the incumbent is expected to recommend and consult concerning emerging technologies to include entity resolution, open content, and visual data analysis.

CONTRACT JOB DESCRIPTION

Responsibilities:

1. Provides high-level architectural expertise to managers and technical staff.

2. Develops architectural products and deliverables for the enterprise and operational business lines.

3. Develops strategy of system and the design infrastructure necessary to support that strategy.

4. Advises on selection of technological purchases with regards to processing, data storage, data access, and applications development. Sets standards for the client/server relational database structure for the organization (Structured Query Language (SQL), Oracle, Sybase).

5. Advises of feasibility of potential future projects to management.

Bachelor s degree in Information Technology or related field or equivalent experience
