SEOC Operations Analysis Awareness Specialist, Team-Lead with Security Clearance

Employment in this role is conditional upon successful execution of the contract by the client. The Work The SEOC Operations Analysis Awareness Specialist, Team- Lead will oversee and manage the SEOC watch team to ensure 100% continuous operational coverage and compliance with directives, Standard Operating Procedures (SOPs), and Information Assurance/Security protocols. This role demands a highly skilled and experienced leader capable of managing staffing, operational analysis, compliance, and coordination with key mission partners across various Government organizations and agencies. The position also requires the ability to deliver high-impact leadership-level briefings to senior executives and Flag Officers. Key Responsibilities * Team Leadership & Oversight:
* Lead and oversee the SEOC watch team, ensuring 24/7 uninterrupted operations in compliance with all SOPs, directives, and security protocols.
* Manage daily staffing plans, scheduling, and backup personnel to eliminate gaps in watch floor presence and operational readiness.
* Provide quality control for the team’s trend analysis, reporting outputs, and operational message handling to maintain the highest standard of accuracy and timeliness.
* Serve as the senior contractor representative for all operational decision-making on the SEOC watch floor.
* Coordinate effectively with Government representatives, Region Operations Centers (ROCs), NCIS MTAC, DTRA JOC, and other mission partners to ensure seamless communication and operations.
* Oversee and support team adherence to Continuity of Operations (COOP) plans and manage team deployment during continuity events and emergencies.
* Conduct leadership-level briefings for Flag Officers and senior executives, emphasizing clear situational awareness and key operational impacts.
* Operational & Analytical Duties:
* Maintain and provide real-time Situational Awareness (SA) and Situational Understanding (SU) for ongoing operations.
* Lead the team in analyzing SITREPs, spot reports, Commanders' Critical Information Requirements (CCIRs), and other operational message traffic to identify trends, anomalies, and actionable patterns.
* Conduct and oversee enterprise-level root-cause analysis, vulnerability assessments, gap analysis, and development of Courses of Action (COAs).
* Ensure timely and accurate creation and dissemination of real-time alerts, daily analyses, monthly roll-ups, and quarterly strategic assessments to leadership and mission stakeholders.
* Monitor and interpret classified and unclassified C2/C4I systems, ensuring operational consistency.
* Supervise and maintain the team’s data architecture, supporting robust trend analysis, operational assessments, and reporting outputs.
* Compliance, Security, and Systems Monitoring:
* Oversee full team compliance with SOPs, Information Assurance protocols, COMSEC requirements, and classified material handling procedures.
* Supervise SEOC system monitoring and guarantee timely responses to system alerts, message traffic, and operational changes.
* Coordinate with the Government Contracting Officer’s Representative (COR/TPOC) on deliverables, performance audits, incident logs, and performance metrics.
* Ensure the team’s adherence to all classified system protocols and operational thresholds, addressing any noncompliance promptly.

* 5 years (preferred 7 years) of combined, directly relevant experience in:
* * Continuous watch operations in an operations center environment.
* Evaluating operational intelligence and reporting to identify trends and actionable patterns.
* Monitoring unclassified/classified C2/C4I systems for situational monitoring and operational continuity.
* Performing trend, gap, and root-cause analysis in high-tempo, operational environments.
* Synthesizing multi-source reporting such as SITREPs and spot reports.
* Briefing senior leaders in both military and civilian executive contexts.
* Advanced knowledge of NIMS, ICS, OPREP-3 processes, and crisis action planning.
* Proficiency in Microsoft Office Suite, particularly:
* Excel (pivot tables, data modeling).
* SharePoint list management.
* Data visualization tools (e.g., Power BI).
* Strong analytical abilities with a focus on identifying operational trends, vulnerabilities, and developing actionable COAs.
* Prior experience in leadership, supervisory, or shift-lead roles is strongly preferred, specifically in environments requiring scheduling, continuity, and full operational coverage.
