Project Manager with Security Clearance

Job Overview Job Title: Project Manager Location: Portsmouth, VA Job Responsibilities Trace Systems is seeking an Information Technology Project Manager to support the Norfolk Naval Shipyard CIO department (Code 109), and the associated network capabilities are currently supporting activities that directly contribute to Navy Fleet readiness. Some of the functions supported by the network include automated tools that enhance the warfighter's ability to execute their mission; support to mission areas such as: Fleet logistics, maintenance, ship industrial and maintenance production activities, engineering, supply, legal, readiness, plans and policy, program planning and management, and personnel; hurricane disaster preparedness and response; world-wide support of bases, the war-fighter, and stations; readiness reporting and support; and securing the Homeland. NNSY CIO is responsible for the installation, administration, development, management, and/or maintenance of all networks and systems installed at NNSY and telecommunication services. The CIO provides IT approval for IT purchases made for and by NNSY. This department ensures that all systems and networks operate in a secure manner by implementing and managing an Information Assurance program that meets all Navy and DoD requirements. Duties and responsibilities include but are not limited to: * Provide project management and strategic communications support. * Engage relevant stakeholders and project support SMEs as needed to coordinate messaging and promote the CIO's transformation objectives. * Develop and maintain project plans, schedules, and milestone tracking. * Coordinate communication among cross-functional teams and stakeholders. * Monitor budget, resource allocation, risks, and issue resolution. * Provide regular status updates, reports, and project documentation. * Facilitate project closure with final reporting and evaluation. * Originate, update, and execute a comprehensive Strategic Communications Plan. * Conduct audits of current and previous outreach activities to identify effectiveness and gaps. * Conduct stakeholder assessments to develop tailored key messages. * Identify and utilize effective communication tools and tactics. * Support the NNSY CIO/DCIO with targeted information distribution and expectation management. * Develop briefs and content to educate the NNSY community on IT-related efforts and status. * Assist in preparing Concept of Operations (CONOPS) and Strategic Plans as roadmaps for transformation. Minimum Qualifications * Active, in-scope US Government issued Top Secret clearance.* Due to the nature of the work and contract requirements, US Citizenship is required.* Minimum of five (5) years experience managing IT transformation projects, including task management and coordination, schedule development and management, risk management, quality management, and performance management reporting. Minimum of two (2) years of the five (5) years of experience referenced above shall be directly related to the areas of Network Operations (NetOps) C2 requirements, technology assessments, system design, systems analysis, programmatic support, quality assurance, acquisition planning, or budget planning.* PMP or ITIL v3 Intermediate certification required Education * Bachelor's degree in an IT-related discipline and 5 years of experience as described above; or nine (9) years of relevant experience as described above.
