Compliance/Onboarding Specialist

Serves as key resource for internal and external customers, including applicants, employees, leaders and the HR operations team in support of recruiting, employee relations, policy and compliance. Uses HR information systems and productivity software to track, report, document and correspond in support for activities in the department. Consistently provides exceptional customer services with regard to providing timely, accurate information and problem resolution. Provides sound interpretation and application of Human Resources (HR) practices and policies and maintains basic working knowledge of all supported areas of HR.
Provides general, organization-wide support for the onboarding and HR compliance functions. Maintains knowledge of all HR areas and activities, while specializing in knowledge in compliance, The Joint Commission accreditation and other regulatory agencies related to HR files, and onboarding. Provides sound interpretation and application of Human Resources (HR) policies and maintains basic working knowledge of all supported areas of HR. Communicates with a diverse population of management, employees, applicants, external customers and vendors. Has access to highly sensitive, confidential information. Expected to work under minimal management supervision. Will lead projects or significant bodies of work. Uses discretion and/or good judgment on more complex subjects.
Performs a variety of human resources and retention functions.
Responsibilities
- Responsible for auditing onboarding compliance; ensure accuracy of candidate records during pre-hire (Audit TJC and other regulatory agencies job requirements/qualifications, licensing, background, etc.)
- Develop and implement system for providing onboarding assistance to new hires from date of hire, including orientation presence, then touchpoints during initial onboarding period (i.e. 14 days, 30, 45, 60 and 90 days) to provide tools for success (self-service, The Loop, communication, tools, etc.)
- Develop and implement system for providing onboarding assistance for Hiring Managers to ensure new hire dept. orientation, competencies are completed and submitted to human.resources@dchsystem.com, and that hiring managers have provided tools for new hire's success.
- Identifies opportunities in HR policy for improvement and makes recommendations.
- Uses HR information systems to track and report staff compliance with policy and regulatory standards, supports monitoring function.
- Coordinates review of 90 day not worked record of employees and completes applicable processing of removals.
- Responsible / a lead role during compliance file audits for all file reviews and reporting.
- Responds to requests, tracks, reports and assists in preparation of all regulatory correspondence, including litigation documents, subpoenas, federal employment verifications, unemployment claims, etc.
- Responsible for all facilities employment mandatory postings compliance.
- Coordinates HR forms, policies and handbook review, handles document management process.
- Handles invoice payment, expense tracking and budget reconciliation.
- Maintains the accuracy of applicable HR intranet pages.
- Tracks, reports and assists with coordination of employee relations and employee engagement initiatives.
- Uses document management system to maintain, input and access employee records and employee relations documents.
- Uses databases, spreadsheet and documents to update dashboard reports.
- Responsible for contractor compliance, reporting for NHSN/CMS, and data management.
- Producing and preparing for distribution quarterly exit survey results.
- Producing and distributing 90 day completion of onboarding cards mailing to new hires' managers.
- Understands and demonstrates the standards for providing exceptional customer service. Applies skills in active listening, courteous interactions, time management, problem solving, follow up, conflict management, and recovery strategies.
- Researches and resolves issues as appropriate. Accurately assesses customer needs and determines whether the inquiry needs to be escalated for resolution.
- Participates on project teams. May lead, co-lead, or support projects that impact specific position(s), specific department(s), or the entire system. Monitors content and timelines; works to ensure deadlines and needs are met using collaborative practices.
- Remains open to process improvement ideas and looks continuously for ways to improve processes to more effectively meet customer needs. Provide recommendations on opportunities for improvement.
- Provides sound interpretation and application of HR policies and procedures in daily work activities. Maintains a working knowledge of policy and procedure updates.
- Provides back-up to HR Coordinator team as needed.
- Meets or exceeds established standards for productivity and accuracy.
- Maintains confidentiality and accuracy with regard to employee records and issues.
- Continually develops knowledge of broader HR areas and DCH Health System.

Education and Experience
- High school diploma required.
- Bachelors degree in related field preferred
- Three years prior HR experience (e.g., employee relations, recruiting, etc.), project management or similar professional business/office setting.
- Understanding of labor laws/ regulations (e.g., I-9, EEOC, ADAA, FMLA, FLSA, USCIS etc.)
- HR Certification (PHR or SHRM-CP)
- Prior experience using an HR information system
- Functional knowledge of productivity software, including MS Word, Excel, and PowerPoint
- Functional understanding of the human resources job function
- Demonstrates excellent customer service, presentation and communication skills (verbal and written)
- Demonstrates an approach that is caring, accountable, respectful and engaging
- Proven ability to be resourceful, handle multiple tasks/projects, and meet deadlines
- Experience following procedural rules to accomplish tasks and exercising critical thinking skills

- Reliable transportation sources in case there is a need to travel to another facility

WORKING CONDITIONS
WORK CONTEXT
Job hours are typically 7:30a-4:00p Monday-Friday, however, there may be times when earlier or later hours are necessary.
Work is fast-paced with multiple overlapping deadlines, as well as frequent interactions with HR peers on issue resolution, initiatives and projects. Requires frequent face-to-face and telephone contact with others at all organizational levels, internal and external applicants and other customers. Deals with external customers and may require occasionally dealing with conflict and/or an angry person. Requires constant use of email. Works as part of a team. Requires individual outcomes as well as team-based outcomes.
Work is primarily performed in a clean, indoor and temperature-controlled environment with no unusual physical effort. May require performing tasks in moderately close proximity to others. Cognitive abilities required include deductive reasoning, information ordering, oral comprehension, oral expression, problem sensitivity, written comprehension, and written expression.
This position will involve analyzing data and information, having the ability to work independently or in a team environment, preparing written letters and memos, critical thinking and using good judgment in decision making.
PHYSICAL FACTORS
Primarily sedentary work, exerting up to 15 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Involves sitting the majority of the time. Walking and standing are required occasionally throughout the work day. Manual and finger dexterity required. May require the ability to stoop, kneel and/or crouch on occasion. Physical presence onsite is essential. Local and/or long-distance travel may be required.
