Summary: Assist in the construction, maintenance, and operation of District underground distribution system equipment and facilities in manner that ensures a high level of customer service, system reliability, and employee safety. Position Specific Responsibilities/Accountabilities: Under supervision, support T&D Operations by assisting with shop and tool room activities, making material and tool deliveries to jobsites and by assisting with construction and maintenance activities related to the District's underground electrical distribution facilities. Assists Service Center in activities including assisting crews with job-site activities, cleaning of job sites, receipt and validation of materials for delivery to job sites, material and tool deliveries, transferring vehicles and equipment, general facility and grounds housekeeping. Assists the Service Center Working Shop Crew Leader with rubber goods program, grounds testing, minor repair of district tools, deliveries and other assigned duties. Assist in construction and maintenance of underground electrical distribution facilities including vaults, manholes, duct lines, etc. Assist in installing and replacing underground cable and related equipment including digging holds, trenching, boring, pulling in cable, tamping, concrete form construction and placing concrete. Assist in installing underground house services, re-routing underground service cable for customers, repairing service cable faults, repairing streetlights dead-at-base, and installing, removing, and repairing underground streetlight cables. General Responsibilities/Accountabilities: Safety: Promotes and adheres with the District's Safety Manual. Performs all work in the safest manner and stops work if safety related issues exist to people, equipment and plant/department. Report all safety concerns to appropriate leadership. Compliance: Understands, maintains knowledge and complies with all OPPD policies, procedures, and applicable Federal and State laws and regulations. Communication: Promptly review and apply Corporate, Business Unit, departmental and team specific communications. Deliver and reinforce effective communications as required by role. Continuous Improvement: Identify improvement opportunities related to work practices, procedures, documentation, tools or equipment. Applies improved work methods in the execution of work. Fiscal Accountability: Adheres to all budget and expense policies and procedures. Effectively cares for all corporate: property, tools and equipment in order to minimize cost. Cross Functional Working Relationships (CFWR): Work collaboratively with peers and other work groups, exhibit professional behavior, and promote positive working relationships. Work Assignment: Nothing in this job description restricts management's rights to assign or reassign duties and responsibilities at any time. Qualifications Minimum Qualifications: Required: Must hold a high school diploma or equivalent GED. One (1) year construction trade experience. Must have above average mechanical knowledge and interest. Must obtain a valid Commercial Driver's license class A and Tanker Endorsement within six months of hire. Desired: College credits in math or technical trades Prior experience with excavation, civil construction, or electrical construction. Previous work experience using tools, hand digging with a shovel, use of excavation equipment such as trenchers, backhoes, excavators, or boring/drilling machines. Knowledge of utility equipment installation: duct, pull boxes, manholes, pedestals, cable, and/or transformers. Experience performing cargo securement and driving construction vehicles while hauling trailers. Knowledge of safety practices for job site work activities, such as shoring. Previous work experience requiring work in inclement weather. Valid Commercial Driver's license class A and Tanker Endorsement. Time Demands: This position is considered an " essential position" meaning when business necessity and continuity needs are emergent, this position will be required to report to work and may be required to work hours beyond an employee's normal shift. Maintain regular and predictable attendance in alignment with Departmental policy. Must be available for overtime work and call-outs as required to ensure continuance of efficient operation. Environment: FIELD: Work will be performed outside in a wide variety of weather conditions (snow, rain, heat, cold, wind, etc.), terrain, and other natural environmental hazards as well as pollen and other airborne allergens. Requires work in construction areas that present many physical hazards. Work will be performed in high traffic environments and around energized high voltage electrical equipment. Will work in enclosed, confined, excavated and trenched spaces. Physical Demands: Must be capable of performing very strenuous work and be able to adapt to varying work and weather conditions (heat, cold, dust, mud, etc.) Must be able to perform heavy lifting and heavy construction work on a daily basis. The position consists of frequently performing the following: bending and squatting, overhead reaching, lifting 50 lbs. from floor to waist level. Occasional lifting of 80 lbs. from floor to waist level. Must meet established requirements related to color differentiation and demonstrate cardio-pulmonary and physical fitness required for the utilization of respiratory protection equipment. Must be physically capable of climbing up and down vertical ladders, working in enclosed spaces, handling objects with hands, driving, sitting, standing, walking, speaking, hearing, and overhead reaching.
