PROGRAM DESCRIPTION

The Airway Heights Police Department operates the Law Enforcement-Assisted Diversion (LEAD) model under the Arrest and Jail Alternatives (AJA) grant through state funding. The LEAD model provides case management and crisis intervention for individuals experiencing homelessness or housing instability, unmet behavioral health needs, and frequent law enforcement interaction.

The goals of the program are to reduce arrests, jail time, and emergency service utilization and increase access to non-emergency behavioral health services and overall wellbeing in the target clientele, while reducing overall costs to the justice system. This position will work closely with behavioral health service providers, housing specialists, crisis responders, law enforcement, corrections, and other agencies to coordinate wraparound services intended to help generate meaningful change.

POSITION DESCRIPTION

The LEAD Case Manager, is tasked with case managing clients referred to them by the West Plains Crisis Response Team and community partners. The clients served are primarily individuals with severe and chronic mental health issues, chemical dependency issues, homelessness, and medical conditions. The West Plains region encompasses Airway Heights, Cheney, Medical Lake, and surrounding areas.

The LEAD Case Manager will perform robust case management which includes developing and implementing client-directed service plans, assessing the needs of homeless individuals, referring individuals to appropriate resources to meet their identified needs, coordinating in- and outpatient substance use and mental health providers, and working with housing and shelter providers. This includes development and maintenance of strong community partnerships with professionals working with substance use disorder programs, mental health programs and providers, housing and shelters providers in additional to other relevant community stakeholders.

This position may be exposed to high risk physical and emotionally volatile situations because of the trauma, substance misuse, mental health issues clientele may be experiencing. Other hazards that this position may have exposure to are agitated and threatening clients, needles used for intravenous drug use, other drug paraphernalia and bodily fluids and refuse. The LEAD Case Manager will outreach with co-responders and their officers when safety concerns are present.

The LEAD Case Manager must be prepared to operate independently and utilize critical thinking to make key decisions without an available supervisor to direct them at all times. They will regularly attend community meetings.

DUTIES

  • Understand and adhere to national LEAD Model guidance for case management and trauma-informed care practices.
  • Ensure confidentiality of all LEAD clients, current and former.
  • Provide intensive case management and referral services for health care needs, social safety net services, and other appropriate care as provided by partnering agencies.
  • Provide timely, accurate, and complete reporting on cases in Julota or other health records systems, subject to regular review by supervisory staff, funding organization staff, and/or project manager.
  • Offer wraparound services to clients for housing support, food and nutritional assistance, workforce re-entry assistance, mental health support, substance use treatment referrals, and other support as needed.
  • Facilitate and schedule monthly LEAD meetings with program stakeholders and communicate with them regarding client progress.
  • Coordinate with defense and prosecution attorneys, Department of Corrections officers, and court officials to advocate for client to receive appropriate sentencing outcomes in line with client and program goals.
  • Appear in hearings and other contexts with clients in order to support their appropriate interactions and meeting of obligations related to Community, Municipal, and Superior Court.
  • Be familiar with the harm reduction model as it relates to the core principles of this model.
  • Attend training and conferences as requested and required by funding organization. All travel expenses will be paid by the Airway Heights Police Department.
JOB CONDITIONS

The LEAD Case Manager will work from a combination of the Airway Heights Police Department and community settings. The work primarily occurs in outdoor areas including sidewalks, unsanctioned homeless encampments, transitional housing, as well as in jails and medical/treatment facilities.

Typical work schedule will be Monday - Friday, 8:00 a.m. - 5:00 p.m. Regular working hours may vary.

EXPECTATIONS

QUALIFICATIONS

Minimum Requirements:
  • Must be a mental health professional.
  • Two (2) years of experience in a behavioral health setting required.
  • Must complete a City of Airway Heights Job Application.
  • Must pass a Background Check.
Education/Licenses/Certifications:
  • Master's Degree in Psychology, Social Work, Marriage and Family Therapy or related field required.
  • Must be licensed in Washington State with a LMFT, LMCH, LICSW, or equivalent.
  • Current Washington Driver's License and reliable transportation.
