Description

Performs difficult skilled technical work supervising and training staff and clients in production and vocational activities, interviewing and recommending candidates, coordinating and implementing staff training, developing and monitoring Store budget, and related work as apparent or assigned. Work is performed under the general direction of the HHS Director. Continuous supervision is exercised over Training Specialists.

Examples of Duties

  1. Supervises and trains staff and clients in production and vocational activities with the framework of sheltered, supported or competitive employment; teaches clients the behaviors required to maintain employment and working to modify those behaviors.
  2. Determines piecework and sub-minimum hourly wage rates in compliance with Federal Wage and Hour laws; rates clients' performance in hourly tasks every six months; responsible for client payroll and billing.
  3. Interviews and recommends hiring of division staff, disciplines and recommends the discharge of employees; plans, coordinates, conducts and evaluates staff training; approves vacation, sick leave, compensatory and flex-time requests.
  4. Develops and monitors store budgets, payment of bills, policies, and procedures; authorizes expenditures for supplies and building maintenance; oversees general store operations; develops and sets pricing and customer service guidelines, sales & advertising; stocks shelves, and sorts stock.
  5. Identifies clients' needs and delivery of services for Individualized Program Plans; completes initial and periodic assessments of clients' vocational capabilities and preferences; identifies strengths, needs, and wishes; consults with others.
  6. Serves as point of contact for the Health and Human Services Department relative to assigned external agencies, programs or services and represents the Department at professional meetings or community events as required; collaborates with the management division.
  7. Recruits, trains, schedules, and supervises volunteers, community service workers, and senior workers.

Essential Qualifications

High school diploma or GED and considerable experience in retail management, administrative operations, program coordination, mental disability care, and support, or equivalent combination of education and experience. Obtain First Aid certification within 6 months of hire. Valid driver's license in the State of Wisconsin.

Thorough knowledge of County and department policies and procedures to include emergency, safety, and inclement weather policies; ability to prioritize and manage multiple, concurrent projects; attention to detail and ability to effectively organize time and anticipate, plan and successfully respond to changing circumstances; ability to recruit, train, schedule, and supervise volunteers; thorough knowledge of general store operations; ability to complete initial and periodic assessments of clients' vocational capabilities and preferences; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to operate and use standard office equipment; knowledge and ability to use standard office and position-specific software; ability to effectively communicate both verbally and in writing; ability to establish and maintain effective working relationships with co-workers, supervisors, other departments and the general public.
PHYSICAL DEMANDS
This work requires the occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires standing, walking and repetitive motions and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to fumes or airborne particles, exposure to outdoor weather conditions and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).

The County offers health insurance coverage through UMR. The County pays 85% of the premium for both single and family coverage, along with a contribution to the Health Savings Account (HSA).

The County provides a retirement account in the Wisconsin Retirement System (WRS) for eligible employees. Employees pay one-half of the required contribution; the County pays the other half.
