The Position
We're hiring a Risk Analyst - Insurance for the Port of Portland

Your role: You'll manage the Port's commercial insurance program. You'll be responsible for insurance procurement and administration including broker relationship management, the development of renewal strategies, application and document submissions, negotiation, binding, tracking, reporting, and compliance. In this role, you'll also partner with Port business lines to identify and assess risk, and to provide insights and recommendations to management. And, contribute to the development, implementation, and execution of the Enterprise Risk Management program.
Essential Job Duties
- Administer and manage the Port's Insurance Program.
- Responsible for insurance procurement including strategy development, obtaining appropriate data for marketing and underwriting, leading negotiations with brokers and insurers within delegated authority, binding coverage, and facilitating payment.
- Review of insurance policies, surety bonds, and insurance related data to ensure accuracy in coverage and pricing, regulatory and contractual compliance, and third-party documentation.
- Perform a variety of risk management administrative functions including, but not limited to, collecting and reporting insurance underwriting data, filing insurance policies, paying premiums, and forecasting.
- Proactively educate and advise Port leadership and appropriate Port staff on insurance coverage options, renewal terms, insurance premium forecasts, industry trends and projections, and other insurance risk topics.
- Collaborate with project teams and key stakeholders, including Legal, Contracts & Procurement, Engineering, Trade and Equitable Development, and Properties to develop risk transfer strategies using contracts.
- Assist with 3rd party insurance compliance and tracking by conducting annual and ad hoc trainings for contract administrators, and performing periodic audits.
- Assist with program strategy development and implementation.
- Perform risk identification, assessment, and evaluation.
- Communicate findings and recommendations to leadership.
- Support other Port department programs and teams with special assignments, projects, and the development and implementation of risk controls as required.
- Serve as the risk representative on special internal project teams.
- Represent the Port in various outside risk management organizations.
Minimum Qualifications
Education and Experience
- Bachelors in Business, Insurance, Finance, Law, or related field. Masters is preferred.
- Minimum five (5) years experience in risk management, insurance, and/or insurance law. Or, a combination of education and relevant work experience is required.
- Preferred certifications:
- Associate in Risk Management (ARM)
- Chartered Property Casualty Underwriter (CPCU)
- Certified Risk Management Professional (RIMS-CRMP)

- Isolate critical issues from written documentation and discussion.
- Apply principles and techniques of team building and project management to facilitate collaboration and support to stakeholders.
- Learn new software in a timely manner and instruct business unit representatives in the use of software applications.
Supplemental and Selection Information
SELECTION PROCESS (tentative schedule):
- A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of February 2, 2025.
- A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials including any responses to the supplemental questionnaire.
- Our goal is to schedule first round of interviews with candidates that successfully passed the SME evaluation step approximately as soon as possible.
